BiRD Senior Database Administrator and Trainer Job Vacancy in Blantyre, Malawi

The Bureau for Institutional Reform and Democracy
(BiRD) is looking for an experienced Senior Database Administrator and Trainer
as Team Leader for a short-term mission within the 10th EDF Malawi Democratic
Governance Programme.
Programme: STRENTHENING OF ICT SKILLS IN THE
ELECTIONS MANAGEMENT SYSTEM
Starting period: late February 2013
Project duration: 26 w/d
Location: Malawi, mostly Blantyre
Deadline for submission of CVs: 01/02/2013
Description of the Mission Global objective
The global objective of the mission is to
contribute to result 2 of the Democratic Governance Programme: Enhanced
democratic accountability, human right observance and civil society empowerment
Specific objective(s) The specific objectives of
this mission are:
To design, develop and prepare learning materials
as well as present targeted training modules/seminar covering the fields of
network administration, database administration, web application development
and website development/maintenance with the aim of enhancing knowledge, skills
and attitudes of MEC staff.
Senior Database Administrator/Trainer (Team Leader) 
Profile required:
Qualifications and skills:
  University
degree in Computer Science or related field;
  Fluent in
English;
  Strong
analytical skills;
  Active
listening and teaching skills and excellent reporting skills;
  Hands on
experience in their areas of expertise
General professional experience:
  Minimum of
8 years of relevant professional experience;
  Proven
experience in hands on database administration in a sizeable environment.
Specific professional experience:
  Proven
experience in the design and implementation of databases.
 
Certification in Microsoft SQL.
  Network
knowledge.
  Very
familiar in the following areas: Mass Data Transfer, Data Replication,
Maintaining database and ensuring its availability to users at all times
(Minimum downtime), Controlling privileges and permissions to database users,
Monitoring database performance, Database security.
  Experience
in an election environment in a developing country, preferably in Sub Saharan
Africa will have a distinct advantage.
