The disaster
preparedness program in Malawi is funded by the European Commission –
Humanitarian Aid & Civil Protection (ECHO). Belgian Red Cross-Flanders
(BRC-FL) leads the program, which is implemented by a consortium between the
Netherlands Red Cross, Danish Red Cross and Malawi Red Cross. The overall
objective of the program is to strengthen the capacities to cope

with and
respond to natural hazards, both on an institutional level (Malawian
authorities as well as Red Cross response structures) and on a community level,
with special attention to setting up cash transfer structures.

Job
Description

  • The
    expert delegate is the overall end-responsible for the ECHO-funded
    Disaster Risk Reduction (DRR) project, and works in close collaboration
    with the Belgian Red Cross-Flanders Country Representative and with
    representatives of the Netherlands and Danish Red Cross, consortium
    partners to this project.
  • The
    expert delegate provides technical and managerial assistance to its
    implementing partner, the Malawi Red Cross Society (MRCS) to ensure the
    successful, qualitative and timely implementation of the ECHO-funded DRR
    project.
  • As an
    expert delegate, you are the point of contact for managerial and technical
    input on disaster preparedness (DP) & DRR for the various parties
    involved in the program, and you coordinate the delivery of technical
    input from the different partners, according to the assigned areas of
    expertise and agreements.
  • You
    ensure qualitative planning, monitoring and reporting throughout the
    project implementation phase, in line with ECHO, BRC-FL and MRCS
    guidelines and procedures, and as per the MoU’s and grant agreement. You
    assure adherence to these guidelines through guidance, overview, coaching
    and capacity building of MRCS national staff involved in the project. You
    facilitate joint progress reviews based on quarterly financial and
    narrative (indicator-based) reporting, and adapt planning and budget
    forecasts accordingly.
  • You are
    also responsible for facilitating the knowledge transfer on DP and DRR
    towards and between the Red Cross partners and other organizations by
    assisting them, among others, in the documentation of lessons learned and
    good practices, organizing exchange activities and workshops, or
    developing and delivering relevant training.
  • You
    will report directly to the Head of Humanitarian Operations of BRC-FL,
    providing accurate and timely information regarding progress against
    targets and financial status.

Qualifications

  • You
    possess a Master’s degree or have similar qualifications based on
    experience.
  • You
    have at least 7 years of professional experience, of which the
    implementation of DRR/DP programs has been an essential part.
  • You are
    familiar with ECHO-funded programs and with their requirements regarding
    financial and narrative management and reporting.
  • Your
    extensive knowledge on DP/DRR and humanitarian aid in general make you an
    expert in this field.
  • Experience
    in international project management is considered an added value.
  • You
    possess a thorough knowledge of the most common software tools (Word,
    Excel, Outlook, SharePoint, …).
  • You
    have an excellent knowledge of English, both spoken and written; knowledge
    of Dutch would be an added value.
  • You
    have knowledge of evidence-based methodology or are motivated to enhance
    your knowledge in this field;
  • You are
    a results-oriented problem solver with a strong team spirit and sense of
    initiative;
  • You
    have strong communication and negotiation skills combined with the
    necessary diplomatic skills;
  • You
    have a driving license;
