Resources Management Systems and Organisation Development Expert – RWANDA

Monthly
salary package:

between 5.214,56 euro and 7.528,21 euro (this includes the gross monthly salary
and the expat benefits: hardship allowance and expat allowance). The salary is
calculated, depending on the composition of the family and the number of years
of relevant experience.

Project:

The Rwandan Energy
Group (REG) is a newly formed corporate entity responsible for the development
and expansion of energy generation capacity and distribution and retail of
energy services and related products in Rwanda.

The Belgian
Development Agency in partnership with the Government of Rwanda (GOR) has
initiated a project to strengthen the institutional capacity of REG.

One of the
components of the institutional strengthening and capacity development project
is to strengthen the management and support functions of the Rwandan Energy
Group in order to enhance strategic management and improve the organization’s
performance.

Function:

In line with the HR
Strategic Business Plan, the international expert will be responsible for
leading and developing the capability of the HR staff to assess, evaluate,
develop and implement organizational HR management systems and processes.
Working with the project manager/change co-manager contribute to the
determination of core requirements of an integrated HRMS solution that supports
the business strategy.

The expert will
continually evaluate the management and utilization of the integrated system to
improve process efficiency, reduce costs and improve the overall performance
and experience of employees with the HR function.

Tasks:

· Review the HR
Strategic Business Plan and the report on findings of the functional review on
HR processes and develop, together with EUCL HR staff, strategies, systems,
policies procedures and instruments to improve the effectiveness and efficiency
of HR practices related to administration, competence development, recruitment,
staff planning and retention, performance management and workload forecasting.

· Create policies,
procedures and documentation to support process efficiency, consistency, data
integrity and ongoing optimization of HR systems.

· Evaluate, validate
HR management systems, solicit feedback from leadership team, key stakeholders
and IT provide appropriate recommendations.

· Initiate and
provide guidance in the effective execution of the REG’s Business Strategy by
developing an effective performance management system.

· Develop and
implement a comprehensive capacity Development Plan and activities to
familiarize REG HR staff with new HR systems, methodologies, approaches and
instruments.

· Prepare Terms of
Reference for short term consultancies and any projects in support of the
development of new HR methodologies, approaches and instruments.

· Guide the work of
the HR and related services consultants in order to assure that the
deliverables of the consultancies contribute to the overall improvement of HR
practice in REG.

· Ensure overall
synergy (content and timing) between activities in the area of HR Management and
other projects and corporate activities both in the pilot district and at the
central level management and support functions.

· Attend and
prepare, together with the Change Co-Manager and Director of Intervention, the
Project Steering Committee (PSC) meetings.

· Report quarterly
to the Change Co-Manager, Director of Intervention and the BTC Representative.

· Contribute to the
preparation of financial and procurement planning and budgeted work plans to
operationalize HR activities.

· Establish and
maintain good working relationships with project participants, counterpart
agencies, donors and other relevant organizations and government agencies.

· Share information
about the project with other organizations and agencies as needed and permitted
in the overall agenda of institutional building.

Profile:

Education
level:

· Master’s Degree in
Human Resources Management/Human Resources management Systems, Public
Administration or Social Sciences.

Proven
experience:

· At least 5 years
of experience in Human Resources Information Systems (HRIS) including
successful systems implementation experience. (Experience developing or
implementing on-line HR systems: HR Self-Service, recruitment, workload
forecasting, performance management);

· At least 3 years
of experience in supporting change processes in public or private companies in
developing countries;

· Experience working
in a Utility is a strong advantage.

Skills:

    understanding of governance, institutional strengthening, change management
    and capacity building principles, strategies and techniques;
  • Capacity
    to undertake activities in a participative, culturally sensitive and
    consultative manner, ensuring counter-parts actively participate and
    develop understanding and ownership;
  • High
    level interpersonal and communication skills and a demonstrated ability to
    communicate and negotiate effectively with a diverse range of groups;
  • Demonstrated
    capacity to work independently as well as contribute positively in a team
    environment;
  • Strong
    coaching and mentoring skills;
  • Sensitivity
    to gender and environment issues;
  • Excellent
    communication and report writing skills;
  • Excellent
    planning, management and organizational skills;
  • A high
    level of computer literacy, including on-line HR systems platforms, Word,
    Excel, Internet, E-mail, Power Point;
  • Excellent
    knowledge of English: written and spoken.
