The
Regional Monitoring & Evaluation Lead will direct TSP‘s M&E efforts
across all 10 focal countries. The Regional M&E Lead will design and
develop project M&E systems and procedures and provide technical
assistance, including significant coordination with program staff in Malawi

and
sub-grantee partners in each country.

The
Regional M&E Lead will have the following responsibilities:

•
Direct and implement TSP overall M&E approach and strategy;

•
Provide regional strategic direction for M&E activities, including
technical assistance to focal country governments and contributions to program
planning;

•
Lead development of M&E systems and methods, design M&E tools, and address
M&E training needs;

•
Ensure that M&E mechanisms are built into work plans and reporting and
oversee quality assurance, data quality and reporting (including data quality
audits);

•
Direct and prioritize capacity building efforts on utilizing data to improve
programming;

•
Lead development and implementation of performance monitoring evaluation plans
(PMEP) and environmental mitigation and monitoring plan;

•
Support country programs to deliver results based on PMEP indicators;

•
Provide project directors with timely overviews of project performance in
relevant technical areas, critical lessons learned, and analysis of program
outputs, inputs, and impact/effectiveness;

•
Ensure that project monitoring, documentation, and evaluations are consistently
mainstreamed into project activities and coordinated with stakeholders;

•
Review regional program M&E status and provide feedback on needs, trends,
best practices, and priorities to help establish regional and global support;

•
Direct the timely fulfillment of all USAID M&E reporting requirements;

•
Assist staff mentor partners or sub- grantees in M&E data collection;

•
Represent Baylor-Malawi/TSP on external working groups, task forces,
conferences, and meetings;

•
Develop collaborative relationships on behalf of Baylor-Malawi/TSP including
with USAID regional and country offices;

•
Follow new academic and applied developments in M&E and in donor
regulations regarding M&E;

•
Other duties as assigned.

This
position can be based in either Lilongwe, Malawi or Pretoria, South Africa.

Applications
are sought from experienced, mission-driven candidates who meet the following
profile:

•
PhD/MD (with 5-7 years of experience in M&E) or MS/MA/MPH in a
scientific/relevant field (with more than 10 years of experience in M&E);

•
At least 7 years of experience working in developing countries (minimum of 3
years in sub Saharan Africa);

•
At least 5 years of experience in the design, implementation, and management of
M&E activities for HIV public health/international development programs
preferably funded by USAID or USG donor;

•
Excellent interpersonal skills, mature, disciplined, and shows initiative with
an ability to work independently and within a team;

•
Advanced skills in Excel, MS Access, and a statistical software package (eg,
SPSS, Stata);

•
Skilled at setting up databases, data analysis, presenting statistical reports,
and developing and maintaining data quality assurance systems;

•
Demonstrated understanding of Health Management Information Systems and ability
to transfer knowledge;

•
Experience with USAID-funded activities and PEPFAR monitoring, evaluation, and
reporting highly preferred;

•
Knowledge of USAID rules and regulations and working in an international
NGO/PVO environment desirable;

•
Experience working with people living with HIV/AIDS (PLHIV);

•
Ability to manage and complete numerous tasks with a high degree of
organization;

•
Strategic thinking with ability to proactively identify and address issues and
communicate to project staff and USAID; • Effective at building strong, cross-
cultural working relationships with colleagues and stakeholders;

•
Ability to meet deadlines with strong attention to consistency, detail, and
quality;

•
Ability to travel within country and internationally.
