Babyl
Babyl
is an innovative digital healthcare service providing access to doctors and
nurses through mobile phones, using either the feature phones or the smart
phones. We combine the latest technology with the knowledge and experience of
the qualified expert doctors and nurses in the country, babyl seeks to make
healthcare simpler, better, more accessible and affordable for Rwandans
everywhere.
Our
platform lets users act upon health concerns quickly by accessing medical
professionals within minutes, to have a medical consultation through their
mobile phone.  Users will also be able to get their prescriptions sent to
their mobile phones and collect them from their local pharmacy for convenience.
All clinical records will be stored and available to patients whenever they
need it; including notes, images, videos and audios of the consultations.
This
application will be available for all types of phone users. Smart phone users
will be able to have consultations with doctors via video. There will be also
be a USSD version of the service and through this our nurses will triage the
clients.
We
are well on our way to making this happen in Rwanda.

We
are looking for a Country IT Manager to join our team to help us continue to
innovate and optimize our product portfolio. You will be accountable for
performance and continuous improvements of our technical systems and work
cross-functionally across the business.
The
role will drive the agenda for our technology by synthesizing technical and
strategic concerns and ensure that all the challenges are resolved effectively
and efficiently. You will be working with highly skilled engineering,
commercial and product teams to deliver great products across Rwanda.
We

Job
Specification
  • Provide
    technical supervision for babyl systems, determining priorities and assign
    work to different teams.
  • Work
    closely with team in Rwanda (clinicians and administrators, management,
    and other stakeholders) to identify and gather requirements for new
    features and reporting needs.
  • Facilitate
    and support ongoing development of relationships between the third party
    service providers like data centers.
  • Work
    closely with the product manager to standardize and formalize
    processes/procedures around managing the software deployments.
  • Mentor
    members of the development team, with a focus on building skills around
    business analysis, release management, software version management,
    testing procedures, and other processes to manage the software development
    life cycle.
  • Identify,
    analyze, and document clinical and administrative workflows within health
    facilities and ensure system development supports and enhances business
    efficiency.
  • Work
    with Government partners to support national roll out of babyl product.
    Coordinate system launch activities across the partners.
Job
Qualifications
  • 10
    or more years managing high volume production systems.
  • Deep
    understanding of Mobile money and key systems like Oltranz. Experience of
    implementing and maintaining mobile money integration.
  • Experience
    of maintain USSD applications with large transactions and working with
    telecom providers.
  • Substantial
    experience in IT integrations between technically complex platforms,
    composed of various services and data store solutions.
  • Strong
    Analytical abilities, ability to analyse complex IT structure and process
    documentations, understand technical design challenges and come up with
    solutions.
  • Must
    be able to identify problems before they happen, dig deep for root causes
    and implement solutions that prevent future occurrences.
  • A
    natural team player, who enjoys working multiple development
    collaboratively with colleagues and clients alike.
  • Flexible
    and adaptable, with a “can do” approach and hit the ground running
  • Someone
    who thrives in a dynamic environment and will contribute to ongoing organizational
    improvements.
  • Understanding
    of governmental IT systems and Telco integrations in Rwanda. Experience
    with Rwandan healthcare and social insurance tech infrastructure is a
    plus.
  • Experience
    with sensitive data storage and governance.
  • Comfortable
    talking about technical things with business people and business things
    with technical people. Able to express complex concepts in plain language
    to reach broader audiences.
  • Fluency
    in English. 
  • Rwandan
    nationality / long-term residence is a plus.
