ARTCF also organizes professional trainings and provides material and financial
assistance for poor Rwandan women to get out of socio-economic and cultural
marginalization.

phase of GEWEP (Gender Equality and Women Empowerment Project), a
four year project funded by NORAD through CARE Norway to be implemented in
Nyaruguru, Nyamagabe, Huye, Gisagara, Nyanza, Ruhango, Kamonyi and Muhanga
Districts of the Southern Province. The GEWEP II main goal is: Women aged 18
and above in the Southern Province are economically and socially empowered to
exercise their rights.

will be responsible for implementing activities focused on building the
financial literacy of members of VSL groups, and particularly improving women’s
financial linkage and enterprise development skills to manage successful income
generating activities. ARTCF will also support the literacy component of GEWEP
II, to advance women’s literacy and numeracy skills for improving their
economic and social empowerment. Throughout the project, CARE Rwanda will focus
on improving ARTCF’s ability to coordinate and manage the delivery of these
components, including improving monitoring and evaluation capacities.

- Under
the supervision of Field Coordinator, the field officers will
undertake the following specific tasks; - Participate
in the training team that prepares, facilitates/delivers and conducts
training for “Voluntary and Savings and loan Group (VSLG) members - Provide
on-going welfare and support to Village Agents (VAs) and ensure proper
training delivery by VAs to VSLG members - Participate
in working sessions organized by CARE International Staff - Work
with the local community leaders and other community stakeholders to
identify and address issues affecting Village Agents on placement - Monitor
the safety, security and welfare of Village Agents at all times, report
and share updates from Village Agent monitoring visits on a regular basis - Collect
and collate/compile monthly, quarterly or any reports and data required
information relating to the project and submit this to the Field
Coordinator on time - Build
and maintain positive working relations with local development - Represent
organization in local level community forums, meetings and events as
appropriate from time to time - Attend
project development, planning, review and any meetings that are scheduled
with staff from time to time - Prepare
work plans/work schedules for all your planned activities and ensure these
are submitted to the Field Coordinator for approval as per agreed general
work plan - Visit
Village Agents on placement at regular intervals to provide adequate
support, and submit reports and updates on your observations - Collect
and compile M&E data & submit monthly reports to the Field
Coordinator - Maintain
records of all sessions/events and minutes of meetings held and
share them with the Field Coordinator - Participate
in the review of data collected from the field and in any planned
assessments and reviews for the project - Ensure
training and reference materials (modules) for sessions are available at
all times - Lead
in managing and resolving day to day challenges or issues affecting
targeted people
DESIRED
COMPETENCIES AND QUALIFICATIONS
COMPETENCIES AND QUALIFICATIONS
- At
least hold a bachelor degree or Diploma (A1) in Economics, Accounting,
Social sciences, Rural development, management or any other related
fields. - At
least 5 years of experience ( for the holders of Diploma A1) and 3
years of experience for the holders of bachelor degree in
community mobilization, - Strong
facilitation skills - Understanding
of voluntary Saving and Loan based approach; - Good
report writing skills - Knowledge
and familiarity with data collection tools and techniques - Experience
of budgeting and handling finances to deliver project activities - Experience
working with vulnerable people - Preparedness
to live and work in a rural setting, - Strong
problem solving skills appropriate for vulnerable people - Fluency
in English and Kinyarwanda. Knowledge of French is an added
advantage - Computer
literacy; (word, excel, power point, web and outlook) - Ability
to motivate and support vulnerable people - Ability
to plan/schedule work activities independently, with minimum supervision - Having
a driving license category A is compulsory.
