Strategic
Partnership:
Ensure the effective delivery of support
and HR services to staff in Tanzania.§
Implement Human Resource policies in
support of organizational goals and ensure the consistent application and§
interpretation of existing policies through appropriate consultation, coaching
and communication.
Understand best practice in managing
change and support the management team in the delivery of change.§
Ensure the provision of good quality,
appropriate and clearly communicated advice to line managers on all§
aspects of the HR function.
Performance Management and Staff Development
Set the tone in terms of a positive
management culture and ethics and facilitate their institutionalisation at all§
levels
Develop a culture of performance
management and succession planning across the organization, where staff are§
held accountable and rewarded for high performance
Ensure that performance reviews are
conducted regularly by supervisors in alignment with organizational goals;§
provide training and advise to managers on effective implementation of
performance management
Provide guidance on staff capacity
building and in formulating the annual training calendar, and facilitation of§
in-house training programs such as performance management
Ensure that staff have access to HR
guidance on individual development opportunities arising from performance§
review feedback and personal career development interests
Staff Recruitment and Retention
Ensure appropriate recruitment,
retention and succession of staff including orientation programmes; design and§
implementation of compensation and performance management systems relevant for
both development and
emergencies, and career development for staff
Ensure that employment terms and
conditions and practices are fair and equitable, consistent, compliant with§
local regulations and AKF EA’s human resource policies and best practice
In liaison with the Country Director and
the Regional HR Manager, prepare terms and conditions of employment§
and issue all employment and consultancy contracts in compliance with Tanzania
Labour Law and regional HR
best practices
Design and ensure induction for all new
AKF EA staff, Interns and fellows, and support line managers to carry§
out inductions
Ensure outgoing staff go through a
proper exit interview to gather§ feedback and insights on AKF EA’s program,
organizational processes and systems
Management of Human
Resources Information Management System
Ensure the HRMIS system is
appropriately, updated and utilised in a§ timely and accurate manner. This includes
setting up new starters, terminating leavers, amending personal details, updating
contract information, inputting performance ratings, training information and
absence
Be the point of contact for all country
office HR MIS users regarding system issues, queries and enhancements§
Maintain confidentiality in respect of
all staff records whether§
manual or computer maintained and ensure that all records are held securely
Liaising with the IT Department for
technical support and updates regarding the HR MIS§
The ideal candidate will have:
A master’s degree in Management, human resources
management, social or business studies.§
At least 5 years’ relevant work
experience with a successful track§ record. Experience in a development
organization will be an advantage.
Good knowledge and experience of
generalist HR issues, including§ Tanzania Labour Law, recruitment and selection,
interpretation and application of policies and procedures, restructuring,
reward and employee relations
Experience in managing staff located in
multi-locations within a multi-component development programme.§
Excellent communication skills (Verbal
and Written in English and§
Kiswahili), with the ability to provide clear effective advice on a range of HR
issues
Experience with the implementation and
management of HR Information Management Systems.§
Strong organizational skills with
exceptional multi-tasking abilities§
