Objectives
Under the Sector Operations II Vice Presidency, the Agriculture and
Agro-Industry Department (OSAN) is in charge of the Bank’s interventions in the
Rural Sector. The Department overall goal is poverty reduction and food
security, with a focus on sustainable development and inclusive growth. The
Departments objectives are aligned to the Bank’s policies and strategies on
Agriculture, Rural Development, Gender, Environment and Climate Change.
Duties
and responsibilities
Under the general supervision of the Director of OSAN, the incumbent will carry
out the following duties and responsibilities:
A leadership role in addressing all Gender related issues that need to be
addressed to enhance agriculture development and inclusive growth.
Lead and guide in review and provision of operational inputs for the
mainstreaming of gender equality in the Bank’s lending and non-lending work.
Establish a mechanism for data collection and statistical analysis on gender
issues relating to agricultural development that would enhance gender
mainstreaming in Bank’s operations.
Support the review of agriculture and rural development sector policies
including the Bank’s environmental and social impact assessment procedures to
ensure the mainstreaming of gender issues and women’s empowerment
opportunities.
Lead in the formulation and presentation of relevant documents for Board
approval (such as policies, plans of action, gender strategy and guidelines).
Initiate and lead task teams in undertaking gender related studies for the
Bank, RMCs and other development institutions to enhance the quality of gender
mainstreaming in the Bank’s work.
Define and co-ordinate Bank Group participation in international and regional
Gender seminars and conferences in all aspects of gender and development.
Coordinate participation and inputs of Gender experts in identification,
preparation and appraisal missions to identify, assess and document key gender
issues.
Initiate and lead in policy dialogue with RMCs on gender issues and promote
country consultations regarding Bank Group financed projects.
Advise Country Departments in the integration of gender issues into Country
Strategy Papers (CSPs) and policy dialogue with Regional Member Countries
(RMCs) by participating in internal consultations and CSP preparation missions.
Initiate and guide preparation of practical gender equality and women’s
empowerment tools and policy engagement for the Agriculture sector.
Lead and coordinate development and implementation of training sessions for
Bank staff and regional member country officials in the area of mainstreaming
gender equality and women’s empowerment in agricultural development projects
and policies, including gender mainstreaming in the national poverty reduction
strategies.
Participate and provide input in the Establishment and implementation of the
Bank wide Gender Monitoring and Evaluation mechanism for the monitoring of Bank
progress and achievements in addressing gender equality and women’s empowerment
in its lending and non-lending work. In particular, the candidate will be
required to work with the Quality and Results Department and the Bank’s
performance management group, to ensure that gender mainstreaming achievements
in the agriculture sector are properly monitored and reported on periodically.
Mobilize additional resources to implement gender specific tasks in agriculture
for the Bank and RMCs, when necessary.
Liaise with CSOs, multilateral and other international organizations and
regional institutions for the joint activities in the area of gender and
agriculture.
Selection Criteria
Including desirable skills, knowledge and experience
At least a Master’s degree or equivalent in Gender Studies, Sociology,
Anthropology, Rural Development Agricultural Economics, Agronomy or related
areas.
A minimum of seven (7) years of relevant professional experience in the
formulation and implementation of gender-specific policies, programs and
projects, preferably in African or other developing countries.
Have a good command of gender mainstreaming in Agriculture and Rural
development.
Proven leadership skills; results oriented and ability to work in
multi-cultural environment.
Demonstrate understanding of regional social issues, analysis and policy
formulation. Knowledge of the practices of major bilateral and multilateral
partner development agencies in African countries is an added advantage.
Ability to lead, coordinate, guide and motivate teams of different disciplines;
be creative and innovative.
Good listener with demonstrated ability to present and win support for ideas as
well as make effective and timely decisions.
Good mastery of standard computer applications (Microsoft office package) with
knowledge of COSTAB and SAP as a plus.
Excellent written and verbal communication skills in English and/or French with
a working knowledge of the other language.
