Background:
Adam Smith International (ASI) is providing support
to the Government of Liberia in the field of public administration, policy
development and management. More systematic and better implemented policy
contributes to national development goals, poverty reduction and improved
quality of life for Liberian citizens. We are looking to fill two local
consultant positions with individuals that have solid experience in policy and
program management and public administration. The post-holders are expected to
transfer to a government line positions at the end of the project.


This 3-year programme of support is being managed by Adam Smith International
and is funded by the UK Department for International Development (DFID). DFID
is the arm of the UK Government responsible for development assistance. DFID’s
goal in Liberia is to achieve sustainable poverty reduction with a focus on
improving the quality of lives of the poor.

Program Officer
The Program Officer should ideally have a strong
background in public administration and management, systems and procedures
(preferably with significant practitioner experience in government). He/she
should also have experience of providing technical assistance and support to Central
Government/Ministries and knowledge and experience of modern office procedures
and management.
Policy Officer
The Policy Officer should ideally have a background
in policy development and management (preferably with practitioner experience
in government). He/she should also have experience of providing technical
assistance on policy management or other advice to Central
Government/Ministries.
Desired
Skills and Experience
Both positions require:
  • A high standard of tertiary level education;
  • Excellent communication skills, high level
    interpersonal and facilitation skills;
  • Proven high quality verbal and written (using
    MS Office) skills;
  • Good understanding of the political and social
    realities of Liberia;
  • Good understanding of the Liberian public
    sector;
