ACDI/VOCA Senior Director Value Chain Competitiveness Job Vacancy in Rwanda


Job Description
We are seeking Senior Director Value Chain
Competitiveness candidates for an anticipated multiyear, USAID-funded Feed the
Future project in Rwanda called Private Sector Driven Agricultural Growth
(PSD-AG). This project will increase smallholder incomes by promoting private
sector investments that contribute to transforming agriculture into a
market-oriented, competitive, and high-value sector.
Responsibilities:
  • Design and implement technical assistance
    interventions to improve domestic, regional, and international
    competitiveness of target commodities at all levels of the value chain.
    Focus of those strategies should be on investment attraction and
    facilitation, commercial partnerships, and trade expansion.
  • Work with producers and enterprises across
    Rwanda to develop their capacity to identify and respond to business
    opportunities in the potential value chains.
  • Use a market-led, facilitative approach to
    identify and remedy enabling environment barriers to agricultural trade.
  • Improve the competitiveness and develop the
    demand for service provision. • Facilitate strategic, commercially
    viable partnerships between value chain actors.
  • Facilitate private sector engagement and
    investment among various levels of target value chains including but not
    limited to producer, processor, wholesaler, and exporter levels.
Qualifications:
  •  Bachelor’s degree in international
    development, agriculture, economics, food science, or related field of
    study is required.
  • Ten years or more of progressively responsible
    work experience in managing and implementing multifaceted international
    agriculture and agribusiness development programs, preferably in East
    Africa.
  • Ten years or more of progressive engagement
    with private sector on agriculture-related value chain development,
    enabling-environment issues, and finance and investment facilitation.
  • Substantial experience working directly with
    the private sector highly preferred.
  • Experience working with wide range of
    agriculture sector stakeholders, including government entities, the donor
    community, civil society (farmers organizations and cooperatives, NGOs,
    CBOs, etc.), and the private sector.
  • Oral and written fluency in Kinyarwanda, as
    well as in-depth knowledge of the local operating environment in Rwanda.
