ACDI/VOCA Regional Program Specialist Job Vacancy in Ghana

Regional Program Specialist, West Africa We are currently seeking a Regional Program Specialist for the ongoing USAID-funded Farmer-to-Farmer (FtF) Program in West Africa. The Regional Specialist will support the Regional Director in ensuring program implementation and marketing ACDI/VOCA and the FtF Leader With Associates (LWA) mechanism. The FtF–West Africa program fields short-term and long-term volunteer specialists to assist and improve agribusinesses, rural credit institutions, private and restructured farms, agricultural support organizations, and educational institutions. This position will be based in Accra, Ghana, with additional regional travel required.

Responsibilities:
• Ensure the effectiveness of the volunteer assignments by working with Country Directors to ensure assignments are developed according to FtF program objectives.
• Work with country teams to achieve their established pipeline of volunteer program targets.
• Provide monitoring and evaluation (M&E) quality control in established indicators and definitions.

Participate in annual workshops reviewing indicators and M&E systems.
• Develop strategies and priorities in accordance with ACDI/VOCA and donor objectives. Develop and maintain constructive contacts with USAID and other donors, serving as the regional point person for the FtF LWA.
• Prepare annual budgets and submit them for approval as requested by HQ. Monitor country project budgets to ensure that expenditures are within approved FtF West Africa budget parameters and that all appropriate financial reporting requirements are met.
• Review all FtF West Africa program reporting.
• Develop and supervise the program close-out qualitative review. Support project close-out activities.
• Contribute to new business development on an as-needed basis.

Qualifications:
• Master’s degree in business, management or a related field is required.
• Minimum 5–7 years of experience in program management is required. Familiarity with USAID programs highly preferred.
• Demonstrated experience analyzing issues and developing project-specific recommendations. Ability to define problems, collect data, establish facts and draw valid conclusions required.
• Proposal and report writing and economic development experience required.
• Excellent written and oral communication skills required.
• Fluency in written and spoken English is required; fluency in French preferred.
