Job Responsibilities:
Abt Associates is seeking candidates for a for a five-year USAID/South Sudan HSS project. The goal of the Health Systems Strengthening Project is to increase the ownership and capacity of County Health Departments (CHDs) and State Ministries of Health (SMOHs) to ensure the provision of high quality primary health care in Western Equatoria State (WES) and Central Equatoria State (CES). Through expanded capacity of health managers to oversee the provision of health care services, the Health Systems Strengthening Project will support the MOH in its goal to provide comprehensive primary health care to all people in South Sudan. Preference will be given to applicants with relevant experience in South Sudan.

The position will be based in Juba, South Sudan. This position is contingent upon project award.

Senior Advisor, Health Financing (HF) Specialist for Health System Strengthening in South Sudan (Western and Central Equatoria States), reporting to the Chief of Party.

The Senior HF Specialist will build capacity of the County Health Departments (CHDs) and State Ministries of Health (SMOH) to plan for, implement and oversee health budgets to ensure decentralized funds can be adequately planned and managed. The post-holder will have responsibility for ensuring the implementation of financial mechanism including Performance Based Financing (PBF), Community Based Health Insurance and financial planning. S/he will play a system strengthening role while designing management and coordination mechanisms to implement PBF, Mechanisms for District Hospitals, Health Centers, Community Health, district output based financing and the national Community Based Health Insurance system if applicable.

Specific Job Responsibilities
Support the health budget formulation and monitored execution in Western Equatoria State and Central Equatoria State;
Strengthen the SMOHs’ and CHDs’ financial management capacity;
Coordinate and collaborate with other USAID/South Sudan-funded programs to facilitate improved CHD supervision of facility-level management and decision-making;
Ensure that decentralized funds are adequately planned and managed;
Lead the development/adaptation of financial management tools to promote increased transparency and accountability;
Implement and apply reporting structures and mechanisms to promote feedback and accountability for health policies and programs;
Ensure data accuracy, security and legal and regulatory compliance with national and international regulations and laws
Evaluate the technical components of contracts with consultants, technical personnel and vendors of services and products related to Program Health Financing.
Supports the Project’s HIS Advisor and team.

Skills Prerequisites:
Masters Degree (minimum) in Public Health or Business Administration, Finance or other related degree
Five years of demonstrated expertise, with substantial developing country context experience, in facilitation of health financing system development and strengthening, including central level coordination and systems integration.
Experience in capacity building in the area of financial management
Knowledge and past experience of working in a USAID or development setting, preferably Africa.
Strong management skills
High level of oral and written communication skills in English required
Excellent inter-personal, communication and organizational skills
Experience in Post-Conflict Countries, fragile states, esp. South Sudan, is highly desirable.
