IBI International Rwanda HICD Chief of Party Job Vacancy in Rwanda

IBI International is an international economic development consulting firm whose main client is the U.S. Agency for International Development (USAID). Now celebrating 15 years of operations, IBI is headquartered just outside of Washington DC in Arlington, Virginia, USA with an overseas office in Monrovia, Liberia.

Position Overview:
IBI seeks a Chief of Party (COP) for an upcoming USAID Human and Institutional Capacity Development (HICD) program in Rwanda. The goal of the program is to increase overall performance of target Government of Rwanda (GOR) institutions and Rwanda civil society organizations in a manner that fosters sustainability and improves Rwanda’s overall development outcomes. It is a five-year program, expected to begin in the first half of 2012. The position will be based in Kigali.

Candidates should be senior level institutional strengthening and capacity building experts with experience managing donor-funded programs in developing countries, preferably in post-conflict environments. The COP will provide overall strategic, managerial and technical direction for the project to help ensure its success, identify issues and risks, and suggest program adjustments during implementation in a timely manner. The COP will be responsible for the entire program and its results, and will be required to work with various stakeholders, including high level government and USAID officials.

REQUIREMENTS:
• A Master’s Degree in a relevant field;
• A minimum of five years of experience managing a complex, multi-faceted donor-funded project in a developing country context, preferably in Africa;
• A minimum of ten years of experience in applying organizational development methods and theories in government or other institutions, including relevant experience in a developing country context;
• Fluency in French and English;
• Knowledge of Rwandan history and culture;
• Experience a as a leader in senior positions in complex and/or high profile organizations;
• Demonstrative ability to recruit, lead, and develop high caliber staff with a range of backgrounds and expertise;
• Track record of building high performance teams and future leaders;
• CPT-designated or HPI-certified or, alternately, a strong background in relevant organizational development theory and practice in a developing country context;
• Demonstrated record of developing and implementing innovative approaches to solve a range of complex issues and fostering buy-in at all levels;
• Extensive experience in building relationships of trust and respect with a wide range of people, from ministers to secretaries;
• Highly developed political acumen and ability to navigate through complex political situations.
