Background
AVEGA is about to implement a Women empowerment project supported by DFID due to start in April 2012. This project intends to strengthen the capacity of the three newly started AVEGA Regional offices
namely; AVEGA Northern office, AVEGA Southern Office and AVEGA Western province. The project will be coordinated by AVEGA Head office. AVEGA wishes to recruit the following posts which will be based in the respective regional offices:

• Programme Manager:
Duties and Responsibilities:
Under the supervision of the executive secretary, the programme Manager follows up the activities in the provinces and helps the executive secretary in her supervision work. He/she also participates in the national planning and provincial action plans.
He/she has the following responsibilities:
– To manage AVEGA’s new programme to roll out its services to the Southern and Northern Regions of Rwanda, and to strengthen its services in the Western Region
– To hold meetings with all provincial offices and coordinate the reporting of programmes therein,
– To overall monitoring, evaluation and reporting on program implementation
– To help with fundraising and advocacy for the association;
– Work on project design, proposal writing and budgeting; project implementation and coordination
– To provide technical assistance to all provincial offices
– To receive, advise and train staff on different issues
– To track on timely basis, the progress of objectives versus program plans
– To collaborate closely with responsible for projects through regular follow ups to gather information for reporting purposes
– To advise AVEGA leaders about key program factors (constraints of success) that need attention
– To conduct project correspondences and drawing up project documents
– To produce one report of DFID project activities due to be implemented the respective regional offices.
– To conduct any other activity he/she is assigned by the executive secretary.
Qualification and Profile required for this post
– To be holding a bachelor’s degree in development studies, economics, management, rural development and other social sciences
– To have at least a three year experience in project elaboration and development
– To be mastering the association movement dynamism
– To have the aptitude and capacity to motivate other workers to work as a team
– To be mastering the better planning methodology tools and other tools used in follow up, evaluation, participative research and organization development
– To be able to make summaries and write well
– To be able to speak English, French and Kinyarwanda.
– Understanding of NGO operations and strong knowledge of women’s development issues
– Highly computer proficient, including Microsoft Office programs
• Accountant
Duties and responsibilities
Under the supervision of the coordinator, the accountant ensures that the financial and accounting operations of the association are carried out well with the help of the cashier
– To carry out-accounting charges regarding general accounting as well as the analytic financial operations of the association
– To supervise the bank books and accounting registers
– To verify the cash books and the veracity of figures at least once a week
– To regularly control the accounting data capturing
– To control all the materials and documents regarding inflows and outflows (receipts and expenses)
– To prepare the monthly bank reconciliation states
– To participate in the elaboration of the annual budget plan
– To carry out a physical inventory of immobile property of the association and those of the funders
– To indicate the financial state or situation and property state end of every exercise
– To replace the person in charge of administration and finance in their absentia
– To carry out any other duties he/she is assigned by the coordinator
Qualification and Profile required for this post
– To hold a bachelor’s degree in accounting
– To have a three-year experience in conducting accounting service in an NGO
– To have the aptitude and capacity to maintain good relationship with the partners
– To be able to write and speak Kinyarwanda, English and French
– To have Knowledge in computer (Ms word, excel, accounting soft ware such as SAGE)
• Cashier
Duties and responsibilities
Under the supervision of the accountant and the coordinator, the cashier will have the following responsibilities:
– To hold petty cash daily
– To hold the cash book daily
– To verify cash regularly
– To make withdrawals in order to supply money to the petty cash and pay for other association incidental expenses
– To pay water, electricity and telephone bills
– To pay local taxes of business and Rwanda social security fund contributions
– To execute other tasks assigned to him or her by the superiors
Qualification and Profile required for this post
– To hold an A ‘level certificate in accounting
– To have a two year experience in accounting
• Legal officer
Duties and Responsibilities:
Under the supervision of the head of head of the advocacy, justice and information unit, the assistant advocacy, justice and information officer and the coordinator, the legal officer will conduct the following duties.
– He/she documents legal cases of the members, and tracks and reports on the progress of those cases
– He/she pleads in favor of the members and influences the decision making courts, the Rwanda community and the foreigners to protect the genocide widows and orphans socially
– He/she organizes and arranges to help the beneficiaries in judicial and juridical affairs
– He/she guides and accompanies the members who wish to have judicial and juridical assistance in judicial bodies such as in courts, the prosecution etc
– He/she helps to interpret the law and help in other justice processes
– To organize trainings of volunteer paralegals, and members, in related Gacaca courts, inheritance law, family law and any other legal affairs deemed necessary by the beneficiaries of the association
– To work with team members to collect data and evidence to effectively monitor and evaluate the situation of members, and the impact of work
– Put in place the popularization service in matters related to Gacaca and other judicial and juridical fields
– To help the members to identify their problems
– To actively participate in the elaboration of the operational plan and other documents to be submitted to the donors
– To produce the reports of activities on a monthly, quarterly and yearly basis
– To guide AVEGA visitors and give them any necessary information regarding the association and about genocide in Rwanda
– To ensure that there is effective collaboration between AVEGA and the media at provincial levels
– To conduct any other task that can be assigned to them by the superiors
Qualification and Profile required for this post
– To be holding a degree or its equivalent or any other higher degree in law
– To have a professional experience of at least 3 years
– To have a better understanding and be very much concerned with the causes of human rights in general and the rights of the association members in particular
– To have an aptitude and capacity to maintain good relationship with partners
– To able to speak and write Kinyarwanda, French and English
– To be computer literate
• Community Development Worker (CDW)
Duties and Responsibilities:
Under the supervision of the coordinator, the Community Development will
– To gather the main data of the organization which may support and boost the economic activities
– To improve the capacity of the community by organizing training for community volunteers, and members, regarding technical and management plans concerning income generating activities
– To help the community to put their ideas in action
– To bring into contact the community with the popularization services, with the NGOs and with other institutions that can provide them with technical advice, training and financial support.
– To help the groups to elaborate the projects and to guide them to where they can get financial aid
– To help the groups to share experience by organizing travels of the community leaders to go and visit other communities
– To work with team members to collect data and evidence to effectively monitor and evaluate the situation of members, and the impact of work
– To help the community to evaluate their activities periodically and make possible corrections where things went wrong
– To help the communities to identify and detect their problems by using the local resources.
– To promote participative approach by preparing re-enforcement plans to boost the capacity of their groups
– To train and encourage the leaders so that they can help the community development worker to achieve the association goals
– To conduct any other task that can be assigned to them by the superiors
Qualification and Profile required for this post:
– To possess an advanced certificate in social works, economics, commerce, accounting or any other related course
– To have an aptitude to live in village and to be having a sound and better physical health condition
– To have attended a training on entrepreneurship
– To be able to make reports and write minutes
– To be able to communicate effectively
– To be helpful and available
– To be approachable
– To have a thorough knowledge in Kinyarwanda, French and English
• Income Generating Activities Officer (IGA Officer)
Duties and responsibilities
Under the supervision of the coordinator, the IGA officer will have the following duties and responsibilities:
– To establish new income generating activities groups
– To encourage the self-formation of a selected number of IGA groups in their region
– To work with the IGA assistant to provide business planning training and cooperative formation training to each of the groups
– To provide business support services and business proposal writing assistance to each of the groups
– To liaise with the loan officers of the MFI to monitor and support the assessment and disbursement of loans to the groups
– To assist in the collection of relevant market analysis and information to support IGA groups to identify and grow IGA opportunities
– To build a relationship with the IGA groups where they feel comfortable sharing challenges and problems so that they can be addressed before they become blocks to cooperative/business development
– To be in charge of monitoring the use of training tools (cooperative formation/business development skills)
– To conduct any other task that can be assigned to them by the superiors
Qualification and Profile required for this post:
– Academic programs focusing on business education, business management or any other related field
– Experience in training or cooperative development with the IGA programme previously
– Strong proficiency in English, French and Kinyarwanda
– Ability to communicate effectively with beneficiaries and desire to form strong relationships with them (IGA groups) to help them overcome their challenges
– Willingness to learn new skills and develop them through on-the job experience (participatory learning and communication, cooperative and business development, monitoring and evaluation)
– Experience of training groups in business planning (particularly past experience of working with the IGA training programme)
– Availability to work full time possibly in rural areas
• Administrator
Duties and responsibilities
Under the supervision of the provincial coordination, the administrator is in charge of the following:
– To carry out the activities concerning public relations
– To write the minutes of the meetings organized by the provincial offices
– To follow up the activities report making and see to it other directives given by the provincial coordinator are implemented
– To assist the provincial coordinator in human resource management
– To receive and guide the visitors who come at AVEGA offices
– To communicate appointments made by AVEGA workers with the partners
– To inform and orientate the public in as far as the association services are concerned
– To conduct any other task that can be assigned to them by the superiors
Qualification and Profile required for this post:
– To have a three year experience in communication and secretariat duties
– To have deep knowledge in English, French and Kinyarwanda. Knowing other languages would be an added advantage
– To have a degree in communication, public relations , administration, law or any other related courses
– To be mastering the use of computer
– To be discreet and be able to keep the professional secrets
– To be able to receive the visitors with courtesy and tact
– To be able to organize everything order
– To be able to write and report everything effectively
• Nurse
Duties and Responsibilities:
Under the responsibility of the head of psycho medical unit, the nurse has got the following duties and responsibilities:
– To receive the patients
– To treat the patients
– To fill the patients’ forms
– To supply the health centre (infirmary) with the required necessities
– To conduct home visits to patients
– To make follow ups to the hospitalized patients
– To elaborate quarterly reports
– To do any other task given to them by the superiors
Qualification and Profile required for this post:
– To be holding an advanced level certificate In nursing
– To be having an experience of 3 years in this profession
– To be able to receive the patients well
• Driver
Duties and responsibilities:
Under the direct supervision of the coordinator, the driver of the association is responsible for the following:
– To drive the association vehicle in different services where he/she is asked by his/her superiors or where there is a person that has been assigned a duty that requires use of a car
– To ensure the day-to-day internal and external maintenance of the vehicles
– To inform the logistics officer that the vehicle needs repair
– To fill the fuel voucher showing the fuelling and refueling carried out, the journey made, the kilometers covered, fuel consumed etc
– To go where they are called or sent depending on the programs in which they are required
– To ensure that there is enough fuel in the vehicle
– To conduct a mechanical check up once a week to verify whether there is enough oil, whether the engine is in good mood and inform the logistics officer in case of any breakdown or in case anything has gone wrong
– To do any other duty they are assigned by the superiors
Qualification and Profile required for this post:
– To be holding a driving permit depending on the type of vehicle the association possesses
– To be holding a certificate in automotive engineering (technique automobile)
– To be knowing English, French and Kinyarwanda
• Cleaner and Office Messenger
Duties and Responsibilities
Under direct supervision of the administrator, the cleaner/office messenger will have the following duties and responsibilities:
– Collecting and posting and distributing mail in various partner services
– Taking work for duplicating and undertaking duplication her/himself. He/she make photocopies of the association and records the photocopies made in an appropriate register and record them depending on the program
– To inform the concerned persons about the photo copying machine that requires maintenance
– Making and serving tea
– To clean the association offices
– To carry out messenger duties such as distribution of both internal and external parcels and mail
– To carry out any other duty assigned to them by their superiors
Qualification and Profile required for this post:
A cleaner/office messenger should:
– Be a person holding an advanced certificate
– Be a dynamic person
– Know French, English and Kinyarwanda
• Security Guard
Duties and Responsibilities
Under the supervision of the administrator, the security guard will have the following duties and responsibilities:
– To safe guard the association assets
– To guard and protect the association vehicles that are packed at the association premises
– To preserve and clean the association premises, the gardens and the place surrounding the association premises
– To conduct any other activity given to her or his superiors
Qualification and Profile required for this post:
A security guard should:
– Be able to read and write
– Well behaved, having good life and good manners
