CHF International Deputy Chief of Party Job Vacancy in Rwanda

CHF/ Rwanda is seeking a Deputy Chief of Party for its USAID-funded Higa Ubeho Program (hereafter UHU program). Through the funding support of the Presidents’ Emergency Plan for AIDS Relief (PEPFAR), and the United States Agency for International Development (USAID), CHF International has been delivering
services to thousands of families affected by HIV and AIDS, and families with orphans and other vulnerable children (OVC) throughout Rwanda. Our mission is to be a catalyst for long-lasting positive change in low- and moderate-income communities around the world, helping them to improve their social, economic and environmental conditions.

The UHU program operates in 20 of the country’s 30 districts, providing comprehensive care and support services to children and their families in line with the GoR’s EDPRS. Program interventions are coordinated and managed by Rwandan Partner Organizations (RPOs), who work in collaboration with local authorities for country ownership and sustainability.

The Deputy Chief of Party will assist the UHU Chief of Party in providing the overall management and strategic vision for the program, developing and updating workplans, promoting synergies where possible, and ensuring that the program specific deliverables are met. S/he will also accompany the UHU Chief of Party to technical meetings and advise him on next steps. S/he will also orient technical staff in their ongoing work and assist in reporting. In carrying out these duties, s/he will interact as needed with USAID, GoR officials, other international NGOs and local NGO partners. The Deputy Chief of Party reports to the UHU Chief of Party.

Essential Duties and Responsibilities
• Provide programmatic leadership for program activities through strategic guidance, technical assistance, and supervision/mentoring of staff and partners.
• Ensure productive liaison with local Government of Rwanda officials, USAID and partners, both Rwandan and international, to support collaboration and accountability for the program plans and deliverables.
• Support the Chief of Party to oversee the program budget and all program financial resources; work closely with the Finance Department to plan monthly projections, monitor burn rates, and handle budgetary matters.
• Lead internal planning processes, and oversee the management and mentoring of program staff and partners to support quality and cost-effective service delivery.
• Advise the UHU Chief of Party on all technical and institutional strengthening aspects of the program, attending meetings with him as needed to provide technical details of program activities, and respond to questions and concerns of organizations and individuals with which the program deals.
• Provide input to the UHU Chief of Party on all required reports in a timely manner.
• Travel within country to ensure sufficient oversight of projects, grants, and training and to liaise with partner organizations.
• Lead the development of all program reports writing

Qualifications (Note this is a local position open only to Rwandan citizens.
• Minimum 10 years of relevant experience.
• Professional experience in international development and managing USAID or other US Federal Government programs.
• Knowledge and experience with NGO development programs, a broad understanding of OVC programming in Rwanda and specific understanding of, and experience in HIV/AIDS.
• Experience managing, coordinating and/or providing technical leadership to development programs with a variety of organizations, with previous senior-level technical leadership experience.
• Direct experience with USAID programmatic and reporting requirements. Knowledge of USAID Rules and regulations and PEPFAR experience desirable.
• International development experience preferred
• Extensive and intensive knowledge of and/or experience working in Rwanda.

Education and Experience
Advanced University degree in public health, community health, business administration, social sciences or a related field, with at least 7 years of experience in a senior management role.

Language Skills
English and Kinyarwanda fluency required. French speaking/understanding desirable.
