Job objective:
Responsible for procuring materials / services to ensure required supply needs are satisfied at lowest total cost to World Vision and services and material are delivered as the time needed. Appropriately and accurately perform and leverage market analysis to support Supply Chain Management decisions.
Duties and Responsibilities:
1. Planning
• Lead annual cross-functional planning activities with ADPs and all other departments.
• Lead the development of an annual sourcing strategy based on the consolidated Supply Chain procurement and implementation plans.
2. Strategic Sourcing
• Proactively manage the Supply Chain procurement plan to ensure strategic sourcing solutions are in place to support the timely and cost effective delivery of all customer needs.
• Collate business requirements, ensuring clear specifications
• Manage identification of potential suppliers
• Lead development of RFP
• Manage evaluation of RFP responses
• Lead fact-based negotiations with suppliers
• Initiate and manage standardized contracts with suppliers
• Work with contract owner to monitor and maintain contract utilisation and information
• Manage long term supplier relationships for designated categories
• Manage and report on supplier performance monthly as part of the Supply Chain key performance indicators
• Provide historical spend, utilisation and compliance data to strategic sourcing initiatives, as needed
• Identify and communicate new or alternative supply solutions to support or drive new product development
• Maintain good level of public relations with outside suppliers as well as strong partnership with internal users
• Advise internal customers of modifications from original requests or changes in timescales
3. Supply Chain Management
• Provide Secretariat support to the Procurement Committee in the absence of the Supply Chain Manager
• Work with business to ensure clear specification of requirements
• Use processes that ensure that contractual terms and conditions are met during order request and processing for the purchase of materials and services
• Maintain good level of public relations with outside suppliers as well as strong partnership with internal users
• Advise internal customers of modifications from original requests or changes in timescales
• Coordinate with Logistics function to ensure appropriate receiving and order fulfillment
• Manage day-to-day supplier relationship for assigned commodities
• Work with Logistics to ensure safe and timely delivery and accurate receipt of ordered materials
Qualifications and Skills:
• University degree in Business Administration, Social Science, Procurement or similar degree
• At least 5-7years experience in purchasing
• Good Supply Chain Management expertise
• Solid working knowledge of the 7-Step Sourcing Process
• Strong Contract Management experience
• Basic knowledge of local legal positions for contracts
• Ability to analyse and report on Supply Chain Management and financial metrics
• Strong understanding of market analysis, supplier evaluation, total cost of ownership analysis, category strategy development & implementation
• Strong negotiation experience
