CHEMONICS
Chemonics international is seeking resumes for the following positions for a USAID-funded program which aims to. strengthen institutional capacity of organizations to produce high quality research on land related
issues and strengthen understanding of land law and policy among citizens and government throughout Rwanda. All positions are long term and located in Kigali, Rwanda.

1. Accountant:
The Accountant will oversee all financial aspects of the Rwanda LAND Project. The Accountant will ensure that the financial systems are compatible with standard accounting practices and follow Chemonics and USAID policies, procedures and regulations.

JOB QUALIFICATIONS:
•A university degree and/or a certification in Accounting or Financial Management
•At least 5 years of work experience in accounting, bookkeeping, and/or financial analysis. Previous experience as a USAID-funded project accountant preferred.
•Experience processing payroll for a staff of 10-20.
•Knowledge of tax rules of Rwanda with experience withholding and remitting to various state governments.
•Experience working with Abacus accounting software is highly desirable.
•Excellent working capabilities with Microsoft Excel, Word and other software packages.
•Ability to communicate and write effectively in English.
•Good interpersonal skills, honesty, and commitment to excellence.
•Ability to establish and maintain effective, sustainable relationships with project staff, tax authorities, USAID Mission personnel, and staff from the general development and business community.
•Ability to work independently with minimal supervision, accept and discharge substantial responsibilities, prioritize work assignments, meet deadlines, and to exercise professional judgment.
•Ability to communicate and write effectively in English and French

2. Land Justice Specialist:
The Land Justice Specialist is responsible for advising the project and overseeing activities related to land law and policy. He/she shall have a robust understanding of the Rwandan justice system including the role of both central and local government in land law and policy as well as demonstrated experience with land law and their implementation, including the 2005. Organic Land Law.

JOB QUALIFICATIONS:
•Bachelor’s degree in Law; advanced degree in Law preferred.
•At least 5-10 years of experience practicing law dealing with land-related issues in Rwanda.
•Demonstrated experience liaising effectively with GOR officials. Experience working with the GOR related to land policy.
•Experience developing training materials.
•Experience working with and representing donor-funded programs preferred. Experience working for a representing USAID-funded projects a bonus.
•Excellent working capabilities with MS Excel, Word and other software packages.
•Good interpersonal skills, honesty, and commitment to excellence.
•Ability to establish and maintain effective, sustainable relationships with various stakeholders and partners.
•Ability to communicate and write effectively in English and French.

3.Senior Research Advisor:
The Senior Research Advisor will work with subcontractors, local research organizations, and the Government of Rwanda (GOR) to build research capacity in Rwanda and develop linkages between research organizations. Facilitate relationships between local Rwandan research organizations and international research organizations. The Senior Research Advisor is responsible for working with the GOR to set a common national land research agenda (NLRA) and plan workshops, partnerships, and trainings to implement the NLRA.

JOB QUALIFICATIONS:
•University degree in public policy, public administration, research methods, or a related field. Advanced degree preferred.
•At least 7 years of research experience, with demonstrated ability to coordinate research activities among various government and non-governmental organizations.
•Experience developing and/or improving the efficiency of electronic research resources.
•Experience teaching or training others in effective research methods. Experience developing training materials preferred.
•Excellent working capabilities with MS Excel, Word and other software packages.
•Good interpersonal skills, honesty, and commitment to excellence.
•Ability to establish and maintain effective, sustainable relationships with various stakeholders and partners.
•Supervisory experience a plus.
•Ability to communicate and write effectively in English and French.

4.Monitoring and Evaluation Advisor:
The M&E advisor will be responsible for implementing the performance monitoring plan (PMP) and designing and populating the project’s M&E system. He will work with technical staff to ensure timely and consistent data collection and develop databases and spreadsheets to ensure data is readily available. He will train staff and selected partners on M&E system operations, collection methods, and collate databases from technical staff and partners to update the system. He will perform data analyses and/or create graphics to inform reporting requirements and project communications products. He will also plan for and supervise intermittent impact assessments, collca and disseminate lessons learned, and share successes during project implementation.

JOB QUALIFICATIONS:
•Master’s degree or other higher degree in a relevant subject matter area
•At least six years of progressively more responsible international work experience
•Experience in both quantitative and qualitative evaluation methodologies, including household level surveys
•Demonstrated experience in carrying out USAID M&E activities such as assisting partners to develop performance management plans (PMPs) and reporting indicators, and plan and lead evaluations for complex projects
•English fluency is required
•Ability to communicate and write effectively in English and French.
