violence (GBV) base-line study in 14 districts in order to effectively contribute to the implementation of a 4 year GBV Program.
Objectives of survey
The overall objective of the consultancy is to generate baseline information based on a scientific methodology of data collection to determine the nature of current aspects and levels of gender based violence in 14 selected districts, and propose appropriate strategies to inform and improve partners’ project monitoring indicators and corresponding M&E framework. Specific objectives for the consultancy work include :
• Analyze and suggest possible prevention and response interventions mechanisms ;
• To assess in consultation with respective project staff project indicators and come up with RESULTS SMART indicators based on data collected ;
• Examine factors promoting or hindering gender equity and gender equality ;
• Map available opportunities to promote gender equality and harmonious families ;
• Develop a GBV base-line indicator frameworks for each district ;
• Produce an overall GBV baseline study with all annexes and components as required.
Scope and coverage of the consultancy work
The baseline study’s analysis will explore the forms, levels and causes of GBV, measure the frequency of GBV within and outside households, explore attitudes of perpetrators and survivors of GBV, consider the package and quality of services provided or that needs to be provided to survivors and issues related to justice done for GBV crimes, it will also explore levels of knowledge of GBV policies and laws, knowledge of GBV practices in villages. This study will specifically look at the cases being handled by competent institutions and analyze any implication in case of caseload increase or decrease.
The baseline study will be conducted in 14 target districts covering 7 partners projects zone : TUBIBE AMAHORO (Karongi, Ngororero) ; ADTS (Musanze, Burera, Gakenke) ; AJPRODHO (Kayonza, Gatsibo, Nyagatare) ; PROFEMMES ( Kicukiro,) ; RWANDA WOMEN NETWORK (Gatsibo, Nyarugenge) ; COPORWA (Nyaruguru) ; RWAMREC (Gakenke, Rulindo, Bugesera, Kamonyi).
Proposed Methodology
The study is expected to employ both quantitative and qualitative modes of enquiry and will inter alia, use focus group discussions. The consultant(s) will outline the detailed data collection methods, interview target groups, sampling techniques and tools giving reasons for his/her choices. The consultant(s) will ensure the informants and respondents for the study are appropriately selected and stratified to ensure a diverse inclusion and participation of stakeholders. A survey oversight committee is already established to oversee every step of the survey process and to ensure its smooth execution. Both the methodology and the findings of the survey may have to be shared and agreed with the relevant government ministries and institutions. The final draft findings report will be presented at a workshop of stakeholders.
This involves the following tasks/activities (however, the research action plan that will be produced by the consultant will shed more light on the exact tasks to be performed and how such work will be done to a successful production of the GBV baseline report) :
• Produce a research action plan to be approved by the consortium involved in GBV prevention program,
• Collection of data on ground using a participatory method such as personal interviews, focus group discussions, collection of personal stories/experiences, etc
• Desk review including consultation of existing GBV records, other reports on GBV, especially the GBV base-line indicators of 2011 by GMO ;
• Analysis of the data and production of the GBV baseline indicators’ report specific to the 13 districts targeted by this program,
• Avail oneself for briefing and debriefing meetings, especially make presentations during consultation and validation meetings to be organized for this purpose ;
• Ensure that all comments and refinement suggestions provided during consultation meetings are incorporated in the final report, and submitted in soft and hard copies to the bodies which commissioned the study.
• Produce all briefs as will be required in the approval process, as well as the final report as required.
RWAMREC will hire a consultant who will conduct the base-line study on the ground, and the research process will be managed by the steering committee with RWAMREC ensuring the coordination and oversight of the research process on daily basis.
In the research action plan (inception report or research roadmap) , the consultant will produce the survey design by fully demonstrating the area frame, the investigation units, the sample size, the sampling methods (stratification, sample selection, and selection procedures), discuss organization of the data, data management and analysis plan. Appropriate research methods are very important in order to guarantee reliable and quality of data and outcomes.
Expected deliverables
The consultant shall deliver the following items as part of the scope of work described above :
• The research activity roadmap (activity calendar) ;
• Training manuals for data collectors ;
• Checklist and/or research questionnaires and support documents to be used by data collectors on the ground ;
• Produce other working documents during the various meetings and workshops ;
• Reports on various meetings to be held in the process of inputting and validating the GBV base-line study,
• Proposed revised projects indicators
• M & E framework
• Interim GBV baseline report before validation, and final report and other required annexes after validation.
Profile of the ideal consultant
Competencies :
• Proven experience in research project management,
• Proven technical skills on research methods, analysis and advocacy,
• Experience with undertaking qualitative and quantitative research on masculinity and gender-based violence in Rwanda and the great Lakes region,
• Experience with providing technical assistance to local partners on research and advocacy Understanding of policy making and advocacy processes,
• Experience with gender and masculinity issues and working with boys and men for gender equality and violence prevention an asset,
• Ability to contribute to strategic planning, results-based management for development Programmes
• Proven track record in designing and facilitating participatory M & E frameworks ;
• Proven experience and skills in gender responsive programming/mainstreaming.

Education :
Masters or doctorate degree or equivalent in gender and development or a related field such as sociology, anthropology, social works, development studies, and other human sciences with experience in research methods, policy development and gender-based violence prevention.
Experience :
• At least 5 years of related experience in research on gender and gender-based violence, policy advocacy and preferably with an international organizations ;
• Experience with gender-based violence research in Rwanda is a strong asset.
• Experience in work with Men and boys for gender equality and violence prevention.
Language Requirement :
• Excellent communication skills in oral and written English and Kinyarwanda.
• Knowledge of French is an advantage.
