The Government of Rwanda has received a loan from African Development Fund/Bank amounting to UA 8,6 millions to finance the Regional Information Communication Technologies Centre of Excellence Project which will be implemented in Rwanda Development Board (RDB) and intends to apply part of the proceeds of this loan for payments under the contracts for the services of the Procurement Specialist, the Accountant and the Administrative Assistant.
The Procurement Specialist, the Accountant and the Administrative Assistant will assist the RICTCE project to manage its activities in accordance with African Development Bank and Government of Rwanda guidelines and procedures.
Location: Based at RDB headquarters (Kacyiru-Kigali).
Reporting structure: The Procurement Specialist, the Accountant and the Administrative Assistant will report to the RICTCE Project coordinator.
Terms and Conditions of Appointment: This appointment is based on an annual performance contract renewable for subsequent one year terms subject to satisfactory performance.
Job Title: Procurement specialist
Key Responsibilities:
The Procurement Specialist will have the following duties:
– Preparation of tenders for the project;
– Monitor the progress of the procurement plan for project implementation;
– Prepare and publish general notices, specific notices and requests for expressions of interest;
– Supervise bidding processes and prepare requests for no objection from AfDB;
– Ensure that procurement activities are carried out in accordance with the rules and procedures of AfDB and RPPA;
– Prepare the annual procurement plan for the project implementation phase and provide direction for its implementation on a timely and efficient manner;
– Draw up requests for proposals and the consultants shortlist on the basis of elements and the specifications of services financed by the project and prepare the AfDB no-objection requests when required;
– Participate in the evaluation process of technical and financial proposals, take minutes of evaluation process, coordinate and participate in the negotiation process when required;
– Prepare contracts for selected consultants/suppliers of goods after obtaining the no-objection from AfDB (if required);
– To undertake any other assignment deemed to be in his competency/capacity by his supervisor in a manner that does not conflict with his core procurement function.
Required Academic Qualifications, Knowledge, Competences and Skills:
– A University degree in civil engineering / architecture/ construction management or related field;
– Professional qualifications in procurement will have an added advantage;
– At least 4 years’ experience in procurement field;
– Prior experience in working with AfDB or a donor funded project funded project would be an advantage;
– Computer literate with very good knowledge of MS Office (Word, Excel, Access, Power point);
– Excellent communication in English and/or French and working knowledge of the other.
– Computer literacy – sound and current knowledge of Microsoft Office package email and the Internet is a must;
