CHF
International is seeking a senior level Team Leader for Capacity building (CB)
Unit in Rwanda to oversee the capacity building of local Rwandan Partners
organizations (RPOs) to implement activities under the USAID/Higa Ubeho
program.
The
goal of USAID/Higa Ubeho is to help vulnerable populations reduce the risk of
HIV and other health threats through increased use of health and social support
services. In addition, the program provides technical assistance to Rwandan
Partner Organizations (RPOs) to lead the delivery of services to vulnerable
households. The Team Leader will thus coordinate, mentor and support the CB
Team, and RPOs to implement a wide range of innovative approaches to improve
resiliency with among vulnerable families.

Responsibilities:
  • The CB Team Leader is responsible for coordinating and
    supporting the Capacity building team and local partners to design,
    implement, and monitor household economic strengthening (TIES)
    interventions for vulnerable households.
  • The Capacity Building Team Leader will specifically be
    responsible for the following;
  • Coordinate and implement CHF Rwanda’s graduation plan for
    RPOs.
  • Coordinate the development and update of assessment tools
    for RPOs.
  • Coordinate all RPOs assessments and provide ongoing
    mentoring and coaching with RPOs as needed
  • Design, coordinate, implement, and monitor tailor-made
    organizational and financial capacity building activities for each partner
    organization.
  • Coordinate with other technical teams in providing capacity
    building to RPOs and other stakeholders
  • Lead the CB team to build the capacity of partner
    organizations to manage funds and programs according to USG
    rules/regulations;
  • Assist in the development /update of capacity building
    strategy
  • Coordinate the selection, design, implementation and
    documentation of progress of staff development activities aimed at
    improving program/institutional and staff capacity
  • Participate in the budgeting process, ensuring that all
    capacity building needs are anticipated and budgeted for
  • Develop and maintain a strong partnership with RPOs staff
    in all levels.
  • Assist in the development of all program reports.
  • Represent CHF International in technical meetings and other
    forums as
Qualifications: 
  • Minimum 4-6 years professional experience, preferably with
    USAID-funded programs.
  • Previous experience in Rwanda and/or eastern Africa region
    preferred. Good documentation and report writing skills as well as good
    mentoring and capacity building experience required.
  • Demonstrated knowledge of and experience in institutional
    Capacity building.
  • Ability to mentor and support
  • Proven capacity to effectively manage a diverse team.
  • Excellent written and verbal communication skills.
Education: 
  • University degree in education, community health and
    development, international development, or related field; Masters Degree
    preferred.
Language:
  • Fluency in English.
  • French
    and/or Kinyarwanda fluency required.

and Evaluation Team Leader

Report

Program Coordinator Cross cutting 
Responsibilities:
  • The
    M&E Team Leader will work within the Program department and is
    accountable for implement and oversee the M&E component of the program
    activities in Rwanda, with special emphasis in M&E related Capacity
    Building and Development of RPOs in data collection, compiling, analyzing
    and reporting and or Dissemination.
  • Provide
    technical guidance and assist with training for RPOs under USAID/Higa
    Ubeho in data planning, collection, recording and reporting requirements;
  • Obtain,
    compile and analyze data from USAID/Higa Ubeho partners on the program
    indicators, and disseminate in appropriate formats to improve the
    programmatic decision making and planning process;
  • Enhance
    and build capacities of USAID/Higa Ubeho RPOs in terms of data base
    management, data verification, and data analysis for programmatic decision
    making through on-going mentoring, coaching, and formal trainings;
  • Lead
    the M&E team and Work with the program technical staff team to
    follow-up the implementation of recommendations following periodic data
    verification results/ outcomes.
  • Support
    RPO beneficiary associations to effectively respond to USAID./PEPFAR
    demands on quality of data provided and reporting;
  • Actively
    participate in the elaboration of USAID and PEPFAR reports, providing
    summarized data in appropriate formats and analysis;
  • Represent
    CI-IF International – Rwanda in technical meetings and other forums as
    requested
The
M&E Team Leader is ultimately responsible for the assistance in the
production of the following documents: 
  • USAID
    quarterly and Annual reports;
  • Work
    plan progress status/updates;
  • PEPFAR
    Annual and Semi-Annual reports;
Qualifications:
  • Minimum
    5 years experience in M&E, training, implementation.
  • Demonstrated
    knowledge of and experience in Monitoring & Evaluation.
  • Proficient
    in managing databases and dexterous in using MS office package and strong
    ability to scrutiny information and disseminate it. Significant experience
    designing and managing data collection systems.
  • Experience
    in follow-up, reporting and dissemination of HIV AIDS programs especially
    US funded programs;
  • Strong
    analytical, facilitation, presentation & communication skills;
  • Good
    understanding of NGO and community-based I IIVAIDS programs;
  • Basic
    understanding of USAID projects reporting and USG rules and regulations;
  • Demonstrated
    ability to develop and transfer monitoring and evaluation skills to
    colleagues, partners and local organizations in developing countries
  • Demonstrated
    capacity in collaboration or partnering with other organizations to
    collect and share monitoring and evaluation approaches and results.
Education: 
  • University
    degree in public health, development economics, statistics, Social
    Sciences (Demography or Sociology), or any field relevant to monitoring
    and evaluation. Masters Degree preferred
Language:
  • Fluency
    in English.
  • French
    and/or Kinyarwanda fluency required.
