The Ministry of
Health is seeking to recruit a Technical
Lead in NCDs synergies.
ESSENTIAL
FUNCTIONS:
Reporting directly
to the Minister of Health with regular supervision by the Permanent Secretary,
the Technical Lead will be a Director-level appointment by MOIL S/he will be
accountable for all outputs of the initiative. S/he will have primary
responsibility for drafting Rwanda´s NCD Action Plan, and adapting it for use
by other countries. Under the direction of the Minister, s/he will be
responsible for the selection process for partner countries and planning and
execution of work-trips. S/he will oversee the development of the initiative´s
information sharing architecture, its market analysis and other key documents
including the advocacy plan, the annual report, grant proposals, and
advertising.
QUALIFICATIONS:
- Professional
degree in public health or related discipline. - Significant
experience in health services planning, - Awareness
of political, regulatory and legal process with a focus on development in
the health sector. - Demonstrated
experience in development of large multi-site projects. - Strong
interpersonal, written and oral communication skills and the ability to
articulate goals, strategies and positions. - Self-sufficient
and self-directed, capable of building and maintaining collaborative
relationships. - Strong
analytical and organizational skills and sound judgment essential.
Technically inquisitive and personally accountable and Self-motivated,
determination and energy to contribute, coupled with a commitment to the
highest quality standards and an eye for detail.
