PURPOSE OF THE JOB
Under the supervision of the Chief of Operations, the Incumbent will be
responsible for the delivery of effective and rust effective administrative
management services In the UNICEF Rwanda Country Office, whilst ensuring that
the office´s administrative operations and services are In compliance with the
organization’s administrative policy, procedures, rules and regulations.
KEY AREAS OF RESPONSIBILITY
- Accountable
for the appropriate interpretation and application of administrative policies
and procedures through the provision of guidance and support to the
office. - Administer,
monitor and control the budget in dose coordination with Chief of
Operations to ensure that objectives stipulated early in the financial
year are realized for smooth operations of the office. - Undertake
delivery and improvement in administrative support and office services
including property and space management, transport services, vehicle use and
maintenance, office equipment, conference and travel arrangements,
document reproduction, communications, mail and delivery services, local
procurement and security arrangements. - Responsible
for common services relating to facility management and utility management
as well as managing and safeguarding office inventory, Property Survey
Board submissions and reporting of inventory to headquarters as
appropriate. - Ensure
that all administrative transactions and arrangements of contracts are in
compliance with the applicable policies, participate in the reviews of the
contractual arrangements related to administrative support (i.e. courier,
premises maintenance, ancillary administrative support, vehicle
maintenance, equipment maintenance etc.) to ensure that the terms and
conditions of all contracts are being adhered to and monitor payments
against contractual obligations. - Collaborate
on staff development and enhance staff capacity through active staff
learning programs in the area of administrative management and services. - Maintain
effective working relations with other UN agencies, local authorities and
implementing partners on administrative matters including information
exchange and harmonization. - Perform on
any other assigned administrative management responsibilities and
services.
MINIMUM QUALIFICATIONS AND EXPERIENCE
- University
degree in social sciences, business management, administration, finance or
any other relevant field of discipline - Two years
of relevant professional work experience In office management and
administration, Including transport management, travel, customs and
protocol arrangements - Sound
understanding of finance and budget management, logistics and purchasing
administration - Fluency in
English and French required. Fluency in the national language
(Kinyarwanda) is highly desired - Strong
administrative skills, good planning and organization as well as
follow-up/monitoring skits - Must be a
self-starter, coupled with the ability to work well in a team environment - Ability to
work independently to solve challenges - Computer
literacy is essential. SAP experience is an advantage - Ability
and willingness to work in a multi-cultural environment
