VACANCY ANNOUNCEMENT

Rwanda Men’s Resource Center (RWAMREC) is a non-government organization whose
aim is to address issues of negative masculinity, gender inequality,
promotion of healthy families, women’s rights and prevention of gender-based
violence, thus addressing all other related consequences including HIV/AIDS
and other health issues.

RWAMREC with the financial support from the Dutch
Ministry of Foreign Affairs and the technical support from PROMUNDO would
like to solicit applications from qualified, dynamic and highly motivated
candidates of high moralities and professional integrity to fill the
following positions:

1. Project Coordinator at RWAMREC (1).

The project coordinator at RWAMREC will be
responsible for the day-to-day implementation and coordination of the project
activities under direct supervision of the RWAMREC Executive Secretary. The
Project Coordinator will
also ensure the delivery of all project outputs and outcomes as described in
the project documents in collaboration with district project coordinators and
other staff members of RWAMREC and stakeholders. The Coordinator will also
work very closely with Promundo’s Coordinator to ensure the implementation
of  the project , the timely reporting and effective communication with
the Donor.
Key tasks
  • Insure effective and efficient coordination,
    strategic monitoring and evaluation of the MenCare project activities,
    particularly activities aimed at promoting men as positive fathers in
    maternal and child health (MCH) and caregiving partners in sexual and
    reproductive health,
  • Take lead in development of the MenCare
    Campaign action plans aimed at promoting men’s engagement in health
    promotion,
  • Liaise with the Executive Secretary of
    RWAMREC to implement MenCare Campaign work plans at national and
    district levels,
  • Take lead on behalf of RWAMREC in
    developing/adapting MenCare Campaign materials and  related
    training modules and contribute to the overall capacity building work
    through technical assistance from Promundo,
  • Take lead in developing M&E matrices and
    monitoring schedules for the entire MenCare project for each district,
  • Conduct regular follow up of progress in
    projects implementation processes, especially ensure proper follow up of
    project performance and impact indicators contained in the M&E of
    project work plans,
  • Ensure sound management of the project
    partnerships with donors and other stakeholders in conjunction with
    district coordinators and the entire RWAMREC Team,
  • Produce and submit periodical reports
    (quarterly and annual) and corresponding quarterly action plans and
    submit them to the Executive Secretary,
  • Ensure transmission of M&E reports to
    the RWAMREC management, donors and other stakeholders as appropriate,
  • Promote good working relationships and
    networking with Government and  Civil Society
    institutions/organizations for effective implementation and ownership by
    other stakeholders,
  • Advise RWAMREC on advocacy strategies for
    effective management of the MenCare Campaign,
  • Ensure sound management of the Technical
    Assistance from other partners, especially Promundo,
  • Perform any other duties as may be required
    by the supervisor in the areas of the project management,
Essential professional skills/competencies and
experience
  • Masters degree in gender, social sciences,
    development studies, project management, gender and development, public
    health or any related discipline, with relevant experience of 3 years,
  • A Bachelor’s degree with large experience of
    at least 5 years of relevant experience and proven interest in gender
    and particularly in masculinity issues,
  • Practical management skills and research
    experience,
  • Experience in working with government
    institutions, donors and with community networks or community-based
    organisations,
  • Excellent programming and communication
    skills with minimal or without supervision,
  • Teamwork spirit and skills, and 
  • Ability to work with a wide range of people
    in a focused and sensitive environment.
Note:   The project coordinator will be based at RWAMREC head office in
Kigali with regular visits to the ground in the 4 districts where the project
will be implemented. 
2. District project coordinators (4)
Under the supervision of the MenCare project
coordinator, the district project coordinators will be responsible for the
day-to-day implementation and coordination of the project activities at
district level under direct supervision of the national project coordinator
at RWAMREC office. The district project coordinators will also ensure the
delivery of all project outputs and outcomes on the ground as described in
the project documents in collaboration with other stakeholders at district
level. They report to the MenCare project Coordinator.
Key tasks:
  • Insure effective coordination, monitoring
    and evaluation of the MenCare Campaign project activities on the ground,
  • Take lead in development of the MenCare
    project action plans in accordance with the project Monitoring and
    Evaluation Matrix,
  • Liaise with the project coordinator at
    RWAMREC to implement work plans of the MenCare activities in the
    district,
  • Take lead in developing and applying
    training modules and other capacity building materials for empowerment
    of district partners and stakeholders in the project,
  • Organize and play a key supervisory role in
    various trainings workshops and other activities at district level,
  • Take lead in developing M&E matrices and
    monitoring schedules for the district action plans,
  • Conduct regular follow up of progress in
    projects implementation processes, especially ensure proper follow up
    and attainment of the project outputs and outcomes as expected,
  • Ensure transmission of M&E reports to
    the coordinator and other RWAMREC officials required and appropriate,
  • Promote good working relationships and
    networking with local government institutions/organizations and 
    community groups for advocacy purposes,
  • Advise the project coordinator at RWAMREC on
    advocacy strategies for mass mobilization and decision making on
    implementation of the MenCare Campaign project,
  • Participate and facilitate formative
    research and other evaluation works for the MenCare project,
  • Provide project technical and managerial
    skills to other project staff under their responsibility,
  • Produce periodical reports (monthly,
    quarterly and annual) and corresponding quarterly action plans and
    submit them to the project coordinator at RWAMREC,
  • Perform any other duties as may be required
    by the supervisor in the areas of the MenCare project management,
Essential professional skills/competencies and
experience
  • At least a Bachelors degree in gender,
    social sciences, public health, gender and development, or other
    development studies, project management, or any related discipline,
  • A wider range of relevant experience of at
    least 3 years in project management, and interest in gender issues and
    masculinity issues, project management,
  • Experience in working with a networks of
    community-based organisations,
  • Excellent programming and communication and
    leadership skills,
  • Strong interpersonal skills, team-building
    skills,
  • To be gender and health-focused with
    professional skills in capacity building.
NB:  
The district project coordinators will be based in one of the four (4)
districts where the MenCare Campaign project will be implemented.
5. Communication and Advocacy Officer (1)
Under the supervision of the MenCare project
coordinator, the communication and advocacy officer will have the following
roles and responsibilities:
  • Play a  lead role in conceptualizing
    advocacy strategies including policy analysis, development of position
    papers and strategies, produce advocacy materials and messages, and
    other concepts notes in relation to MenCare campaign project
    implementation,
  • Develop project communication materials for
    RWAMREC’s website updates, communication with partners including
    government institutions, local and international partner civil society
    organizations,
  • Develop internal organization
    communication  system and related strategies,
  • Support the organization to develop a
    monitoring and evaluation system that will help to track relevant
    information,
  • Take lead in political mapping of gender
    issues with focus on gender and masculinity issues in the health sector,
  • Advise the RWAMREC management on how to
    maintain effective advocacy partnership ad relationships,
  • To provide strategic support to other
    RWAMREC staff in terms of communicating effectively and management of
    advocacy initiatives,
Essential professional skills/competencies and
experience
  • Masters degree in communication, gender,
    political or social sciences, development studies, project management,
    or any related discipline,
  • A wider range of relevant experience of at
    least 3 years in advocacy program management and proven interest in
    gender, heath and masculinity issues in the context of Rwanda,
  • Practical research experience in gender and
    healthy related issues,
  • Experience in building advocacy coalitions
    and networks,
  • Excellent programming and communication
    skills with minimal or without supervision,
  • Strong interpersonal skills,
  • Ability to work with a wide range of people
    in a focused and sensitive program about advocacy and promotion of
    positive forms of masculinity.
N.B: The
project communication and advocacy officer will be based at RWAMREC head
office in Kigali with regular visit to the 4 districts where the project will
be implemented. 
6. Information and Technology Officer/ IT
Volunteer (1)
Under the supervision of the head of
administration, the information and technology officer/ IT will have the
following roles and responsibilities:
  • Maintenance of the organization’s
    information technology materials in relation to the project
    implementation, 
  • Provide backstopping support for proper
    maintenance and update of the RWAMREC’s website,
  • Devise strategies for effective and
    efficient internal and external communication,
  • Ensure intensive use of social media for
    mass education and communication,
  • Support RWAMREC management to put in place a
    sound information management system,
  • Provide strategic support to the RWAMREC
    staff on the use of IT in project implementation and monitoring &
    evaluation of the MenCare campaign project.
  • Provide any other relevant support in areas
    of information and communication technologies.
Essential professional skills/competencies and
experience

 
  • Bachelors degree in Information and
    Communication Technology (ICT), 
  • A wider range of work experience and
    interest in IT work in gender and healthy organizations,
  • Practical IT work experience and in
    extensive use of social media,
  • Experience working with networks of
    community based organisations,
  • Competences in programming and communication
    skills,
  • Strong interpersonal skills,
  • Team working ability,
N.B. The
project IT officer will be based at RWAMREC head office in Kigali and will
work as a volunteer. Preference is given to existing RWAMREC Volunteers.
7. Accountant (1)
Under the direct supervision of the RWAMREC
Executive Secretary and the MenCare Campaign Coordinator in collaboration
with the Promundo coordinator, the Accountant shall have the following roles
and responsibilities:
  • Ensure sound financial management and the
    MenCare Program budget execution,
  • Be responsible of the proper accounting of
    the MenCare program finances through daily and regular financial
    operation postings,
  • Utilize and manage all financial tools as
    required for effective accounting,
  • Ensure effective budget execution monitoring
    and reporting to supervisors accordingly,
  • Advise the coordinator and the financial
    officer on financial management of program
  • Carry out any other task as will be required
    by supervisors for efficient and effective accounting.
Essential professional skills/competencies and
experience
  • Bachelors’ degree in financial accounting,
    Management or any other relevant discipline.
  • A relevant experience of 3 years in
    accounting and financial reporting,
  • Knowledge of any accounting software is an
    advantage,
  • Proven ability  to manage multiple
    tasks to meet organization and donor’s requirements,
  • High level proficiency in English is
    required.
Other requirements for every position:
  • Being of Rwandese nationality,
  • Masters’ degree in relevant areas the
    expertise needed in this offer is an advantage,
  • Knowledge of English is a must, knowledge of
    French is an advantage,
  • Knowledge and experience in MenEngage is a
    plus,
  • Being a RWAMREC volunteer and having
    received trainings on MenEngage is an advantage,
  • Willingness to work in districts
