MANAGER:

1. Job Summary
With an aim to increase effectiveness and Health of Horizon Group, the Research
and Organizational Development Manager will Support the Holding Company and its
operating Subsidiaries in improving companies’ performance and individual
development of its employees. This will involve the use of various techniques
and interventions that are planned to facilitate the implementation of certain
actions and consequential changes in the structures, processes and Human
Resources within the Horizon Group.

The Research & Organizational Development Manager will continually be
responsible for Analysis of Strategy, Structure and Culture of Horizon Group
and take lead in Strategic Planning, Organizational design, Leadership
development, Change Management as well as Liaise with HR Department to
implement Programs for staff skills enhancement.

2. Duties of Research and Organizational Manager:
Reporting to the Chief Operating Officer, the Research and Organizational
Development Manager shall;
• Develop and lead the Organizational Development function. Lead the thinking,
develop strategy and execute a program that enables Horizon Management to excel
in achieving the company’s business strategies.
• Plan, organize, develop, implement and provide effective leadership and
management of a companywide high
performance strategy that facilitates the alignment and integration of people,
processes and technology; vision and strategy; leadership and workforce,
business goals and culture.
• Manage, monitor and coordinate elaboration and implementation of high
performance work plans across the Horizon Group.
• Be responsible for bringing effective tools for process design, and hence
drive performance at low cost.
• Partner with HR Department and Horizon Subsidiary Companies to identify
organizational and employee development needs and work collaboratively to
develop strategies and tactics designed to meet targeted needs; facilitate
and/or deliver tailored programs responsive to these needs.
• Establish and manage interdepartmental committees and supervise the design
and implementation of their programs intended to promote improved services to
Horizon Clients, and workforce performance through professional development,
rewards and recognition for employees, and business process improvements.
• Lead the leadership talent development and leadership performance management
processes. Align leadership development, performance management and other initiatives
with identified short, mid
and longterm business strategies. Organize for oneonone coaching
to Senior Managers and emerging leaders to support management effectiveness and
leadership development. Partner with HR Department to administer leadership
evaluations, organize management training & retreats as well as develop and
manage ongoing systems to reinforce continuous improvement.
• Monitor business growth at all stages of Horizon development to optimize team
productivity and recommend for support services to the workforce as may be
required.
• Serve as an agent of change in support of Horizon´s efforts and models,
teamwork and relationship building in all interactions. Counsel Management on
strategies for leading and managing change; develop implementation strategies
for communication, resistance management, coaching, training, accountability
and rewards to reinforce adoption of the desired changes.
• Identify and address issues that affect the overall health of Companies
across Horizon Group, including morale, effectiveness, productivity &
turnover.
• Serve as an internal performance management consultant. Provide analytical
and professional advice in business process management, including the
development and refinement of policies and procedures, rules and regulations to
support Horizon’s overall strategic direction. Support senior management team
in solving performance problems. Conduct assessments & report results and
develop processes to reinforce positive results and develop sustainability of improvements.
• Lead strategic planning efforts and strategic management systems. Facilitate
retreats and meetings, provide format structures and guide managers through
methodologies to: clarify purpose; identify and prioritize goals, objectives
and performance measures; name process owners; design action plans; create
improved business processes; and establish tracking and evaluation systems.
Coordinate and manage reporting and review processes to support established
strategic management systems.
• Perform any other relevant duties assigned by his/her supervisor.

3. Job Requirements:
3.1 Required Training and Experience:

Any combination of training and experience substantially equivalent to a
Bachelor’s Degree (required) or Master’s Degree (preferred) from an accredited
university or college in organizational development, business or public
administration, Human Resources Management or a closely related field and at
least Three (03) years of Management experience in developing and implementing
programs in organizational development, strategic planning, employee and
management training, leadership development, coaching, process facilitation,
organizational intervention or other areas aimed at strategically improving the
performance of an organization and its employees.

3.2 Preferred Knowledge, Skills and Abilities:
• Thorough knowledge of the theories, concepts and practices of organizational
development.
• Thorough knowledge of the methods and procedures used in developing and
implementing organizational effectiveness and leadership development programs.
• Strong strategic thinking skills with highly developed business acumen
• Skill in dealing effectively with both individuals and groups of individuals
at a full range of levels on a variety of work related issues and influencing
them to change their behavior.
• Ability to work equally effectively in teambased environments as well as on tasks, which require high levels of
initiative, autonomy and independent thought and action.
• Ability to establish and maintain effective working relationships with all
levels of employees.
• Demonstrated ability to communicate effectively in both Oral & written
English or French with working knowledge of the other.
