The Rwanda Revenue
Authority is a quasi-autonomous body charged with the task of assessing,
collecting, and accounting of Fiscal and Non-Tax Revenues of the Government of
Rwanda.
It is therefore,
seeking to recruit a qualified, experienced and self-motivated person with good
reputation and high degree of integrity to work as the Commissioner of Finance and
Revenue Department.
The post is on Grade 10 of
the Structure of Rwanda Revenue Authority.
Objective
Under the
supervision of the Commissioner General, the Commissioner, ensures the
effective financial management of RRA and supervises the overall within the
Finance Department.
Duties and
Responsibilities:
- Prepare
Departmental Strategic and Business Plans for the Department of Finance
and Play a an active role in Corporate Planning for Rwanda Revenue
Authority - Develop,
regularly review, maintain and enforce implementation of financial management
processes and procedures to be implemented within Rwanda
Revenue Authority
and ensure their alignment with the Organic Law of State Finance and Public
Financial Regulations
- Ensure
the efficiency and effectiveness of the Financial Management Systems of
Rwanda Revenue Authority, maintain the Chart of Accounts for Rwanda
Revenue Authority and ensure consistence with the overall Public Sector
Standards. - Develop
and implement procedures for assessing and implement measures to ensure
that Rwanda Revenue Authority obtains Value for Money in all its
activities and operations so as to identify cost savings and hence
contributing to the efficiency in RRA’s operations. - Develop,
implement and regularly review the Risk
Management Systems to ensure existence of adequate
measures to manage, monitor and protect government revenues and other
financial resources under control and responsibility of Rwanda Revenue
Authority. - Coordinate
and manage Donor
Funds under responsibility of Rwanda Revenue Authority and
enforce compliance with policies, standards and the requirements of donor
agencies as required by the conventions and MoUs with the government of
Rwanda. - Oversee
and Coordinate ail financial reporting functions of the organization
including the preparation of periodic Entity and Revenue Accountability
reports as well as the Financial Statements of Rwanda Revenue Authority,
ensuring compliance and consistency with the requirements of National
Legislation and the financial, reporting requirements of donors. - Play an
active role in the preparation of Government Consolidated Financial
Statements for the Republic of Rwanda and ensure their accuracy and
completeness. - Oversee
the activities of the commercial banks handling government revenues as
well as ensuring adequate and effective bank reconciliation process in the
organisation. - Ensure
existence of adequate cash flow to meet the organization’s needs and
advise management over Working Capital position and needs of the
organisation. - Oversee
and Coordinate the activities of both Internal and External Independent
auditors’ ensuring ail audit issues are attended to and addressed. - Attend
Board and Subcommittee meetings while presenting the Annual Budget,
Financial Statements and Financial Policies of Rwanda Revenue Authority. - Coach
and mentor the accountants and management of the department for purposes
of empowering them in performing their duties effectively. - Manage
staff under responsibility of finance function and Coordinate all the
Human Resource functions of the department of finance
Job
Specification:
Qualifications:
A bachelor’s degree
or equivalent in Accountancy or Finance in an Accredited
College or
University, or equivalent work experience
Possession of a
Professional Qualification such as ACCA, CPA, or CIMA will be of priority and
possession of recognized level of qualification of such professional
qualification will be desirable.
Experience:
- At
least 5 years experience is required in a relevant position in a complex
organisation or institution similar or, - At
least 3 years experience in a relevant experience in any Institution
handling Tax Administration
Required
Skills and Abilities:
- Computer
skills with knowledge of Computerized Accounting Software most preferably
SAGE - Ability
to interpret and apply financial rules, regulations and knowledge of the
provisions of the Organic Law on State Finance - Ability
to manage and coordinate financial accounting activities performed at
diverse revenue offices across the country - Proven
ability to communicate effective both written and orally - Excellent
strategic, analytical, organizational and change management skills - Ability
to work under pressure and for odd hours - Report
writing skills for both Qualitative and Quantitative Information - Proven
leadership abilities and ability to evaluate work with massive data - Possesses
high degree of integrity - Ability
to be innovative - Risk
