DAI seeks a senior economist to provide coaching
and mentorship to designated representatives to the Rwanda Ministry of
Agriculture and Animal Resources (MINAGRI), the Rwanda Agriculture Board
(RAB), and the National Agriculture Export Board (NAEB). The focus of this
assignment is to build the capacity and improve performance of MINAGRI, RAB,
and NAEB in planning, based on clear economic analysis and cogent,
evidence-based policies.
Responsibilities
The consultant will work in collaboration with
MINAGRI, Strategic Capacity Building Initiative (SCBI), the National Capacity
Building Secretariat (NCBS) and project management to carry out the following
:
- Take the lead in providing support in the
activities of the Planning Department of RAB , NAEB and Strategic
Planning and Program Coordination (SPPC).
- Act as a lead advisor to the Director General
of RAB, NAEB, SPPC, the Permanent Secretary and the Minister of MINAGRI
in all matters related to economic analysis, forecasting and planning.
- Review sub-sector capacity with reference to
economic planning.
- Conduct a baseline study based on the priority
capacity gaps identified in the review against which progress can be
measured.
- Provide assistance to the project as
required in implementing related Perfomance Solution Packages (PSP)
recommendations and/or providing guidance and assistance to consultants
and staff.
- Enhance the dynamism between MINAGRI and the
Private Sector through linking private sector development priorities to
Ministry planning.
- Develop a capacity-building work plan.
- Directly support and build capacity of
identified Ministry staff to undertake robust economic analysis and plan
the activities of RAB, NAEB and SPPC in supporting increased
agricultural production, focusing on the capacity gaps identified in the
baseline study.
Minimum Qualifications
- Master’s Degree in Agricultural Economics or
Economics (PhD preferred), with a strong background in information
systems, evidence based policy formulation and analysis and monitoring
and evaluation.
- Minimum of ten years of relevant experience
in agricultural and rural development based KMSs and policy formulation
and analysis in developing countries
- Familiarity with issues related to the
development of agriculture in Sub-Saharan Africa, including the
challenges in addressing KMSs and evidence based policy formulation and
analysis.
- Ability to guide the collection, analysis
and forecasting of production and market data within a value chain
framework.
- Experience in the coaching/mentoring of
staff and the development of training materials and standard operating
procedures.
- Familiarity with the use of information data
systems and analytical tools.
- Excellent oral and written communication
skills.
- Proficiency in English.
- Prior work experience in Africa, preferably
Rwanda
