One Acre Fund works
closely with the local and national government in Rwanda. Our principal focus
is the Ministry of Agriculture, but we also pay close attention to other actors
in Rwanda’s agricultural sector. Our aim is to share information on what we do,
as well as to make our experience in the field useful for policy making in the
capital. We have a number of cooperative frameworks with different government
actors.
Our government
relations team supports field operations to provide vital services to farmers.
It also informs our wider policy, communications and outreach work. We believe
that powerful opportunities exist to partner with the government to shape and
implement effective policy, coordinated together with our significant field
presence.
We are seeking a
Rwanda government relations analyst to help manage our growing national and
local government relations work and support our long term policy objectives.
This person would work closely with the government relations team in Rwanda.
There are several major duties:
- Maintain
OAF relations with key agricultural sector actors such as policy makers,
regulators, research institutions, donor programs and partner
organizations - Work
with OAF data-generating departments to set up advocacy opportunities
(this involves research, writing, and active and strategic outreach) - Represent
OAF in Kigali in the policy making community through active participation
in different policy working groups - Manage
strategic partnerships OAF holds with different government actors in
Rwanda - Ensure
OAF compliance with rules and regulations set by the Government of Rwanda,
and liaise with colleagues on the field operations team to execute this. - Enhance
quarterly reports, organise field visits for government officials. - Work
with a Rwandan counterpart to manage a growing team of local government
relations staff (currently five people) that cover thirteen districts in
Rwanda - Develop
the capacity of our local government relations team through detailed work
planning, strategic thinking, skills training, and mentoring - Strengthen
OAF relations with senior leadership in priority district and province
governments

- Management
experience:
include evidence of how you grew and developed a team of people - Strong
work experiences: we are looking for a former policy and
advocacy professional, economist, management consultant, or lawyer;
entrepreneurial and unstructured work experiences are also helpful - Leadership
experiences:
demonstrated at work or outside of work - Top-performing
(under)graduate: please include GPA and/or other relevant
test scores on your resume - Humility
and personal stability: we are looking for passionate
professionals that combine strong leadership skills with good humour,
patience, and a humble approach to service. - Diplomacy: for
this positions, a diplomatic attitude and strategic patience are necessary
- Professional
skills:
high levels of proficiency with Word, PowerPoint, and Excel - East
Africa/Great Lakes experience: a proven understanding of the
political, social, and economic situation in Rwanda and the region - Languages:
English and French required, Kinyarwanda is an asset.
Preferred
Start Date
Flexible.
Compensation
Starts modest and
lower than traditional development salaries, however this is a career-track
role with fast raises for performance, paying a sustainable salary for
long–term commitment.
