Purpose
of the Position
of the Position
The
incumbent will be responsible for exerting a strong influence on social and
economic policy decisions and strengthen the office’s applied research,
evaluation and evidence generation functions in support of embracing a stronger
focus on child-friendly social budgeting, poverty analysis and child-sensitive
research.

development partners for programme development; advocating for increased public
resource allocation and budgeting towards vulnerable groups and children;
sustainable decentralization of social services and local capacity in support
of the goal of universal access to social services and the creation of a
protective environment for children.
The
incumbent will be responsible for leading the research and analytical function
within the country programme, with particular focus on economic analysis linked
to social policy and planning for children. S/he will then lead and oversee
data collection and analysis to fill gaps and to strengthen capacity for
advocacy for children’s rights in the area of social and economic policy and
social protection, and to support the MDGs and the World Fit for Children
agenda (WFFC).

well as HIV and AIDS and Adolescents results and resource framework. Report
progress on relevant results and activities to Coordination/ECD&F/Child
Protection/HIV and AIDS. S/he will also facilitate section participation in
coordination meetings and technical contribution to the modelling of
community-based integrated ECD&F services and programme activities related
to children with disabilities as well as children and adolescents infected or
affected by HIV and AIDS.

Emergency
Preparedness and Response: The incumbent will contribute to synergize the work
of United Nations agencies to achieve social policy results, including in
humanitarian actions, working closely with the relevant technical clusters
within the inter-agency standing committee (IASC) mechanism to ensure that
UNICEF’s core commitments for children in social policy are monitored and met.

Overall, the incumbent will be accountable for ensuring compliance with the
Harmonized Approach to Cash Transfer (HACT) framework and IPSAS guidelines on
programme delivery.

- Constructive
dialogue and partnerships are established between international and local
social and economic policy and social protection stakeholders, to provide
effective protective environment for the most vulnerable children,
including progressive compliance of principal policy documents and
legislation regarding all aspects of child rights.
- Current information
on state budget and spending patterns and decentralization status of
social services are overseen and lead on an on-going basis to support
advocacy for decentralization and universal coverage of essential services
is managed.
- Decentralization of
social services is made sustainable through adequate local support,
keeping decentralized services both accessible and effective. The
development of programme plans of action for children at provincial and
district/municipality levels are managed and overseen; coordination
between sectors are increased and links between different levels of
government structures for policy implementation are strengthened.
- Research and
data-driven analysis, social protection, economic analysis for effective
prioritization, planning, development, and results-based management for
planning, adjusting, and scaling-up specific social policy and social
protection initiatives are overseen and lead.
- Advocacy efforts
are effectively made to raise awareness on children’s rights with both the
general public and with policy makers, and to ensure local buy-in and
continued relevance of UNICEF programming.
- Effective
partnerships with the Government and other agencies established to enable
sustained and proactive commitment to the Convention of the Rights of the
Child and the Millennium Development Goals for continuing worldwide
progress of the UNICEF mission.
- UNICEF social
policy and research programme effectively planned, implemented and managed
in support of the country programme.
Qualifications
of Successful Candidate

- Advanced university
degree in Social Sciences, International Relations, Political Science,
International Finance, public relations, media, communication, or other
relevant disciplines.
- Eight years of
relevant work experience.
- Developing country
work experience.
- Background/familiarity
with Emergency.
- Fluency in English
and another UN language, preferably French.
