Gender Equality as a core objective of UNDP is
implemented throughout the organization with a two-pronged approach:
mainstreaming gender in core practices; and dedicated interventions that
empower women and promote gender equality. UNDP’s work on gender is guided by
the Beijing Platform for Action (BPFA), Convention on the Elimination of All
Forms of Discrimination Against Women (CEDAW) and the frameworks provided by
the Millennium Declaration and the Millennium Development Goals (MDGs).
Under the guidance and direct supervision of the
Assistant Resident Representative (Programme), the Programme Analyst is
responsible for the development and implementation of gender thematic
programmes and integrating a gender perspective into the design and
implementation of UNDP Country Office’s initiatives within the inclusive and
sustainable growth and south-south cooperation portfolios. Priority will be
placed on socio-economic and political empowerment programmes, including
increasing women’s participation in decision-making.
The Programme Analyst analyzes political, social and
economic trends at a gender disaggregated level and leads formulation,
management and evaluation of programme activities within his/her portfolio, and
provides policy advice services.
The Programme Analyst supervises and leads
programme support staff, coordinates activities of the projects’ staff. The
Programme Analyst works in close collaboration with the Country Office
Operations Team, UNDP HQs staff, programme staff in other UN Agencies,
Government officials, technical advisors and experts, and multi-lateral and
bi-lateral donors and civil society, ensuring successful UNDP programme
implementation.
Duties and Responsibilities
Summary of Key Functions:
  • Provision of policy advice services to the
    Government and national stakeholders in the facilitation of knowledge
    building and management;
  • Strengthen gender analysis and mainstreaming
    in the Country Office’s programme portfolio;
  • Implementation and management of programme
    strategies
  • Creation of strategic partnerships and
    implementation of the resource mobilization strategy
1. Provision of policy advice services to the
Government and national stakeholders in the facilitation of knowledge building
and management, focusing on achievement of the following results:
  • Policy advisory services that supports the
    national inclusive and sustainable growth agenda, with an emphasis on
    strengthening gender equality and development of appropriate national
    gender related policies, strategies, programmes and action plans;
  • Support cross-cutting research and advocacy
    work around the gender theme;
  • Tracking of national and sub-national gender
    related development data, including provision of periodic analysis of
    gender and development issues and production of relevant reports aimed at
    promoting gender equality and equity;
  • Identification and synthesis of international
    best practices and lessons learnt and advocate actively with national
    stakeholders through appropriate and innovative platforms;
  • Sound contributions to international and
    regional knowledge networks and communities of practice.
2. Strengthen gender analysis and mainstreaming in
the Country Office’s programme portfolio, focusing on achievement of the
following results:
  • Support the programme team to undertake a
    gender assessment of its programme portfolio including an assessment of
    programme work plans; planning and monitoring tools; and technical
    capacity on gender among cluster partners, to identify gaps and
    opportunities;
  • Support the programme team to ensure gender
    sensitivity in formulation, implementation and monitoring/evaluation of
    programmes and projects and provide inputs to revise planning documents
    and integrate gender into results frameworks, indicators and related
    monitoring and results tracking systems;
  • Facilitate training for the office staff on
    gender mainstreaming approach and tools (gender concepts, gender analysis,
    etc.).
  • Provision of gender analysis and substantive
    inputs to UNDP Country Programme Documents, UNDP Country Programme Action
    Plan and other strategic documents;
  • Monitor implementation of UNDP Gender Equality
    Strategy at country office level.
  • Analysis of gender issues and design proposals
    on possible areas for UNDP support to ensure that UNDP programmes are in
    line with national development policies and priorities and are
    strategically positioned;
  • Provide substantive input and support to the
    work plan of the UN Country Team’s Gender Theme Group.
3. Ensures implementation and management of
programme strategies within the areas of inclusive and sustainable growth and
South-South Cooperation, focusing on achievement of the following results:
  • Project Design: Design and formulate CO programme and
    translate UNDP’s priorities into local interventions;
  • Project Management Cycle: Initiation of projects, including
    presentation of the project to Local Project Appraisal Committee (LPAC),
    finalization of contribution agreements; determination of required
    revisions; coordination of the mandatory and budget re-phasing exercises,
    and closure of projects through review;
  • Project Finance: Programme Analyst performs functions of
    Manager Level 1 in UNDP’s financial management system (ATLAS) for Purchase
    Orders and vouchers approval and participates in recruitment processes for
    projects. Financial and substantive monitoring and evaluation of the projects,
    identification of operational and financial problems, development of
    solutions. Participation in audit of Nationally Executed (NIM) projects.
    Aggregate reports are regularly prepared on activities, outputs and
    outcomes. Preparation of donor reports.
  • Results Based Management (RBM): Effective application of RBM tools
    encompassing establishment of management targets (performance indicators,
    success criteria and milestones) and monitor achievement of results on a
    regular basis;
  • Project Coordination: Ensure coordination of programme
    implementation with the national implementing partners;
  • Monitoring and Evaluation: Follow up on audit recommendations. All
    exceptions are timely reported. Ensure all corporate monitoring reports
    and documents are fully complied and completed.
4. Ensures creation of strategic partnerships and
implementation of the resource mobilization strategy in cooperation with the
Management Team, focusing on achievement of the following results:
  • Strengthen and enhance partnership/cooperation/consultation/coordination
    with the UN Agencies, IFI’s, government institutions, bi-lateral and
    multi-lateral donors, private sector, civil society actors, especially
    women’s organizations, based on strategic goals of UNDP, country needs and
    donors’ priorities.
  • Analysis and research of information on
    donors, preparation of substantive briefs on possible areas of
    cooperation, identification of opportunities for initiation of new
    projects, preparation of concept notes and proposals in line with gender
    thematic strategies, and active contribution to the overall office effort
    in resource mobilization

The key results have an impact on the success of
country programme within specific areas of cooperation. In particular, the key
results have an impact on the design, operation and programming of activities,
creation of strategic partnerships as well as reaching resource mobilization
targets.

Required Skills and Experience
Education:
Master’s Degree or equivalent inGender Studies,
International Development, Public Administration, Economics, Political
Sciences, Social Sciences or related field.Experience: 2 years of relevant
experience at the national or international level. Experience in research and
policy-level analysis and some experience in design, monitoring and evaluation
of development projects is a requirement. Experience in the usage of computers
and office software packages, experience in handling of web-based management
systems and advanced programmes for statistical analysis of data.
Language Requirements:
Fluency in English and Bahasa Malaysia
