BACKGROUND
The Rwanda Utilities
Regulatory Authority (RURA) is a multi-sector regulator with the mandate to
regulate certain public utilities including ICTs, Energy, Water, Sanitation and
Transport. To fulfill its mission, RURA wishes to recruit qualified and
experienced 3 internal
auditors.

Duties and Responsibilities:
- Develop
risk—based annual audit plans detailing the scope, nature and timing of
audit activities; - Design
internal audit procedures and work programs; - Identify
key areas of risk within the organisation and propose appropriate controls
to mitigate the risks; - Review
the accuracy, timeliness and relevance of financial information and other
disclosures provided to management; - Assess
audit findings and provide senior management with an opinion on the
adequacy, effectiveness and efficiency of the financial operations; - Conduct
operational, compliance, value for money and performance audit of various
operations; - Provide
senior management with an opinion on the adequacy, effectiveness and
efficiency of the internal control systems in the organisation; - Maintain
proper audit documentation through compiling of relevant audit working
papers; - Prepare
audit reports in line with the approved audit plan; - Monitor
the timely implementation of the management actions recommended in the
audit reports; - Perform
any other duty as may be requested by the Supervisor.
Qualifications and Job

- Be
Rwandan by Nationality; - Master’s
degree in auditing, Finance or Accounting with a minimum of Five years of
relevant significant work experience in Internal Audit function; - ABachelors
degree in Finance or Accounting with a minimum of Six years of relevant
significant work experience in Internal Audit function; - Internationally
recognized auditing or accounting certification, such as CPA, CIA and ACCA
is an added value; - Excellent
computer skills with proficiency in excel, word, power point etc;
excellent skills in audit software such as TeamMate and IDEA is an added
value; - Working
knowledge of the principles, theories, and practices used in internal
audit; - Fluency
English and Kinyarwanda (both spoken and written) and preferably with
working knowledge of French. - Ability
and motivation to learn from colleagues and work under pressure; - Ability
to organize and prioritize; - Ability
to explain findings and to convince the organisation to implement audit
recommendations.
