Senior Finance
and Administration Officer
URC is
currently seeking candidates for a USAID health systems strengthening and
quality improvement program in Rwanda. This five-year project will provide to
support the Government of Rwanda by implementing an integrated health system
strengthening program that provides sustainable, high quality, high-impact and
client-oriented health services.
The Finance
& Administration Officer will support the Finance Director in overseeing
budgeting and expenditure monitoring processes for the project and for
coordinating with other departments and staff to ensure contractual compliance
with financial requirements.
Responsibilities:
· Ensure that
all activ

ities are compliant with internal financial controls.

· Prepare
and/or review financial reports and analyses.
· Review and
verify field financial reports, including spot checking back-up documentation,
monitoring clearance of exceptions and compliance with deadlines.
· Support the
tracking of expenditures against obligations or fixed price amounts, and with
reviewing and troubleshooting project-level financial tracking spreadsheets.
· Participate
in project financial check-in meetings and prepare status reports following
each meeting.
Minimum
Qualifications:
· Bachelor’s
degree in finance, accounting, business administration, or related field; MBA
or related Masters’ degree highly preferred.
· 3-5 years of
experience with costing, budget preparation, or other financial management.
· Knowledge in
subcontracting and sub recipient procedures as well as small grants management
· Proven
success in team work with program and technical staff on a multi-site project;
and
· Proficiency
in relevant computer applications and databases.

to identify and scale up locally appropriate solutions to critical problems.
URC focuses on finding ways to deliver proven approaches to health care
problems, applying quality improvement (QI) methods and conducting operations
research to tailor those approaches to various settings. Recognizing
implementation barriers unique to each setting, we train local managers and
service providers to strengthen health systems, integrate system elements, and
bring improvements to scale.
