partnership with the Government of Rwanda to address the critical HIV/AIDS
epidemic afflicting the population and to comprehensively strengthen the public
health system in rural, underserved districts in Rwanda. Today, PIH supports
delivery of comprehensive integrated non-communicable disease (NCD) services,
which includes clinical services for asthma, cancer, diabetes, hypertension and
heart failure. IMB supports delivery of these innovative services in three
rural districts of Rwanda (catchment area of approximately 1 million people and
over 4,000 patients enrolled in NCD services) and national scale-up via
technical support for national policy development and capacity building.

The Director
for NCD Program provides strategic vision and oversight of PIH-supported NCD
programs in Rwanda, ensuring harmonization across sites and guiding expansion
in scope and level of care. This position, through 40% time secondment to the
Rwanda Biomedical Center as Advisor on NCDs, will support delivery of NCD
services at national level. This position oversees all IMB NCD program
activities, including IMB support for NCD services at district hospitals and
health centers within the three IMB-supported districts, which include the
Butaro Cancer Center of Excellence. Key program activities include curriculum
development and training implementation, development of paper and electronic
medical records to support clinical care and facilitate program monitoring,
review of medicines, consumables and equipment to support NCD services and
address stock outs, determining patient inclusion criteria and adherence
supports, ensuring adherence to treatment protocols and ongoing quality
improvement of clinical services, and conducting and building capacity for
NCD-related research. This position will be responsible for oversight of the
administration of the IMB NCD Program, including leading strategic vision,
budget and personnel management, workplan development and execution, internal
and external reporting, monitoring and evaluation, ensuring adherence to care
protocols, and support fund raising efforts. As Advisor on NCDs to RBC, this
position will be responsible for close collaboration and support for the NCD
Division of the Rwanda Biomedical Center in implementation of strategic
planning, and implementation of NCD activities including through development of
clinical protocols, essential medicines and supplies formulary, training and
capacity building, monitoring and evaluation tools, and international
partnership building.

Responsibilities

- Management of IMB NCD Program
- Supervision of NCD staff,
including direct reporting from Associate Director of Oncology, Associate
Director of Integrated NCDs and NCD Research Associate - Oversight of development and
execution of annual budget - Direction, design, and
implementation of annual workplan - Oversight of program
monitoring and evaluation as well as internal and external reporting - Facilitation of coordination
and communication among IMB, district, and national teams for information
sharing and collaboration to ensure harmonization of services and close
partnership with public sector officials and policies
- Oversight, guidance, and
direction for all IMB NCD program activities - Planning and implementation of
curriculum development and training activities for integrated NCDs and
oncology - Development and utilization of
data collection and patient medical record tools, including electronic
medical records for integrated NCD services and national referral level
oncology services - Oversight of formulary
development, planning, quantification and procurement of medications and
other medical commodities (lab reagents, glucometers, A1c meters, etc.)
while maintaining close coordination with existing national supply chain - Support for development of
clinical capacity in diagnostic services necessary for NCD and oncology
care, including pathology, radiology, laboratory and microbiology
services - Oversight for social and
economic support for NCD patients at facility and community levels,
including social worker and community health worker accompaniment for
patients with chronic disease - Technical supervision and
collaboration on NCD-related research activities, including (but not
limited to) current research collaborations in the areas of heart failure
and hypertension, breast cancer diagnosis and treatment, operational
outcomes for oncology care, and effectiveness and efficiency of pathology
services - Contribute to NCDs research
capacity building and engagement through facilitation of NCD Writing
Group (whose membership includes district hospital MOH, Partners In
Health, and central MOH/RBC staff)
- Technical advisor on NCDs at
Rwanda Biomedical Center - Advise, accompany and mentor
NCD Division on NCD national strategic plan development and
implementation of related activities. Included in this role is supporting
NCD Division in overseeing the National NCD Technical Working Group
(TWG), through coordinating activities, integrating technical inputs into
NCD Division planning. - Support national
implementation of NCD prevention, treatment and control activities, with
a particular focus on trainings and clinical tools development - Contribute to fundraising
efforts to further MOH/RBC-led NCD implementation plans, including
through supporting grant writing and attending visitors’ meetings/tours. - Attend routine meetings
including requested NCD Division meetings, technical working group
meetings, regular check in with RBC supervisor and meetings with
implementation partners.
- Clinical Program lead for
fund-raising efforts through grant development and partnership-building - Grant development for
NCD-related activities in conjunction with PIH Development team - Serve as key liaison for
building and maintaining collaborations with donor organizations,
including frequent communication and hosting of national and
international visitors - Serve as liaison between IMB
NCD program and Boston-based Global Health Delivery Partnership
(including Brigham & Women’s Hospital and Harvard Medical School) as
well as other PIH projects and partners - Host and mentor national and
international students and medical trainees interested in NCDs

Requirements

- Technical expertise in
non-communicable disease, in either a clinical or public health setting.
Medical training with board-certification in Internal Medicine,
Pediatrics, or Family Medicine is required. In addition, Master in Public
Health or equivalent is preferred. - Minimum three years experience
in working in resource-limited setting, preferably in project management
or public health role - Experience with design and
implementation of operational research in resource-limited settings,
preferred - Highly organized with ability
to work under pressure, handle multiple assignments, prioritize work flow,
adapt to fluctuating workload, and meet deadlines. - Proven ability to exercise good
judgment and diplomacy, ability to work well with diverse team - Understands and upholds principles
of equity and alignment with national priorities - Excellent communication,
writing and presentation skills - English fluency required;
French proficiency strongly preferred - Willingness to travel
frequently within Rwanda and flexible work hours - Two-year commitment is
preferred
