Purpose
The Emergency Response Programme
Manager will lead and manage the field based emergency response team. He/she will
be based in Mahama and ensure that a comprehensive needs assessment is
conducted and or regularly reviewed. He/She will also be responsible for
implementation of the emergency response program in the refugee camps. The
Response Program Manager is responsible for identifying needs and elaborating
programme recommendations for the emergency response in line with Save the
Children national and global priorities. This post is initially for a period of
three months and up to a maxi

mum of 6 months.

 Key accountabilities
  • Assume
    overall management of      the field emergency
    response in Mahama refugee camp.
  • Ensure
    rapid emergency      multi-sectoral integrated
    assessments are undertaken and contribute  to   emergency
    response strategy.
  • The
    Response program manager      will produce a needs
    assessment report within the timeframe agreed. This
         will make clear recommendations and proposed
    program content, staffing,      management and
    administration arrangements and budget with clear     
    indications of funding and technical support resources.
  • Ensure
    optimal safety and      security management procedures
    and practices are in place for the      emergency
    response programme and continually monitor the safety and
         security situation, adapting staff safety and security
    procedures      accordingly.
  • To
    lead on the content and      staffing of the emergency
    response. Define and request support needed from     
    the country office.
  • Ensures
    that Response Team      Leader / Country Director is
    well informed on issues related to emergency     
    response and emergency risk management pertaining to all areas of
         operations.
  • Ensure
    that programme      objectives and activities are
    agreed upon within the context of Save the     
    Children values, aims and objectives.
  • Ensure
    production of high      quality, analytical reports,
    supply of regular sitreps, and collection,     
    analysis and dissemination of relevant information and data relevant to
         the response.
  • Evaluate,
    monitor and review      programme activities to ensure
    strict compliance with Save the Children      national
    and global policies and procedures and with relevant donor
         regulations and agreements, SPHERE guidelines,
    Child Protection in      Emergencies standards and the
    NGO code of conduct.
  • Ensures
    the emergency  programme budget is adequately monitored and that
    expenditures comfirm  with planned activities.
  • Represent
    Save the      Children’s emergency response to local
    authorities, donors and members of      the
    humanitarian community. Ensure establishment and maintenance of strong
         working relationships with local communities,
    community based  organisations and other local authorities as
    appropriate.
  • Comply
    with all relevant      Save the Children policies and
    procedures with respect to child rights and     
    safeguarding, health and safety, equal opportunities and other relevant
         policies.
  • Lead,
    support and motivate      emergency team members,
    ensuring that team members have clear objectives     
    and receive meaningful feedback on their performance.
