Overall
Responsibilities
The
District M&E specialist will focus his/her efforts on supporting the
Ministry of Health and RBC to design a harmonized M&E framework for
districts and to build M&E capacity in districts and health facilities.
S/he will help to

use available data from the RHMIS, iHRIS, HRTT and other
district level data sources to design dashboards and custom reports that meet
district M&E requirements; facilitate district M&E capacity building
and review sessions; support the implementation of specials studies and evaluations;
and assist with the development of eLearning modules related to M&E at the
decentralized level.

S/he
will assist the Team Leader: Knowledge Management, HMIS, Research & M&E
to conduct needs assessments at different institutions working in health at the
district level and assist with the design and roll-out of web-based dashboards
that respond to their requirements.
Specific
Responsibilities
1.      Developing a
harmonized M&E framework for Districts and Health Facility
2.      Developing
information products such as district health bulletins and feedback reports
using JasperReport, HTML reports and other DHIS-2 tools to support
District-level M&E data needs.
3.      Supporting the
implementation of dashboards for key stakeholders in the districts.
4.      Supporting the
District TA in building capacity of district authorities in data use for
evidence-based district health planning and in data quality assurance
5.      Supporting capacity
development at district levels for M&E and Research, and promoting the use
of research findings into programs, plans, and strategy dialogue and
formulation.
6.      Facilitating the
process of M&E SOP and curriculum development
7.      Designing and
facilitating eLearning courses related to M&E.
8.      Help the RHSSA
Project M&E specialist gather data required for implementing the project’s
Activity Monitoring Plan.
9.      Perform other duties
as assigned.
Qualifications
1.      Bachelors or Masters
Degree in Public Health or other health-related field
2.      Training is
statistics or applied mathematics.
3.      Monitoring & Evaluation
experience in a health-related institution – especially at the decentralized
level.
4.      Excellent data
analysis and report writing skills.
5.      Previous experience
using the web-based DHIS-2 is a strong advantage.
6.      Advanced skills in
Microsoft Office Suite required.
7.      Excellent written and
oral communication skills in English, conversational French is an advantage.
8.      Proven ability to
work as part of a team and to be able to work independently
