WASH Technical Advisor
World
Vision International (Rwanda) is a child focused Christian humanitarian
organization implementing development programs in over 15 Districts of Rwanda.

World
Vision seeks to hire a highly qualified, dedicated and experienced national for
the position of WASH Technical Advisor. This is a technical position
based at Head Office – Kigali and reporting to the Deputy Chief of Party.
*Position
is contingent upon funding and donor approval. Expected start date: 01 Nov
2015*
Purpose
of the position:
The
WASH Technical Advisor works to position World Vision as a leader in
innovative programs by serving as a lead in rigorous program design,
proposal development, technical support and training in the country. The
proposed WASH Technical Advisor will provide technical leadership and have
responsibility for all activities associated with improving the WASH situation
and nutritional status of thebeneficiaries. S/he shall have a depth and breadth
of technical expertise and experience in designing, implementing and monitoring
integrated WASH, nutrition and food security programs, and related capacity
strengthening. The Technical Advisor will ensure a high level of programme
quality through programme performance, monitoring and reporting,
and actively participates in donor relations and the acquisition of public
funding.  
The
major responsibilities include:
  • Ensure
    donors technical approaches and strategies are known by the NO leaders and
    influence NOs strategies.
  • Ensure
    technical approaches and modules (as per LEAP 3) are designed to meet WV’s
    ministry goals as well as donors sector strategies.
  • Work
    with programs and GAM Leads to utilize evidence from technical
    approaches/experiences to influence internal and external stakeholders.
  • Participate
    in or lead NGOs technical or sector specific working groups at national
    and regional levels to influence national government and donor development
    strategies.
  • Provide
    leadership and coordination in the development, dissemination and
    promotion of grant strategies, standards and tools in the technical area
  • Provide
    technical expertise to grant staff and stakeholders, including needs
    assessments, program design, start-up, phase-in, phase-out,
    communications, reporting, monitoring and evaluation activities and ad-hoc
    needs
  • Develop
    reporting and evaluation processes for performance management of grant
  • Ensure
    grant implementation standards meet or exceed donor expectations
  • Contributing
    to the implementation and review of effective monitoring, review and
    activities for program against agreed project deliverables
  • Ensures
    the application of results-based management (RBM) standards and agreed
    upon indicators
  • Collaborate
    with Support Offices Integrated Program teams and Regional and National
    Offices to develop and conduct training in program methodologies and
    concepts, including program design, monitoring and evaluation, if
    required.
  • Encourage
    and facilitate the documentation of best practices and lessons learned,
    directed toward multiple audiences, to influence policy formation, develop
    capacity and foster professionalism
  • Identify
    and communicate program quality concerns early to ensure swift resolution;
    escalate program quality concerns appropriately to CoP and other key
    stakeholders
  • Perform
    other duties as assigned
Qualifications: 
Education/Knowledge/Technical Skills and Experience
  • A
    Master’s degree or higher in nutrition, public health/environmental
    health, food security, or in aclosely related field is required;
  • At
    least seven years of experience designing, implementing, or supporting
    WASH, nutrition programming, preferably in Rwanda is highly desired;
  • Field-based
    international NGO work experience in WASH and Nutrition project or program
    leadership, with a minimum of 3 to 5 years total development experience
  • Strong
    technical skills in essential WASH, nutrition actions, growth monitoring
    andpromotion, and behavior change communication is desirable;
  • Experience
    integrating WASH and food security interventions into nutritionprogramming
    is desirable;
  • Experience
    and familiarity with [DONOR] reporting requirements
  • Demonstrated
    successful experience implementing grant-funded programs
    • Strong
      design, monitoring and evaluation skills preferred
    • Strong
      track record in government and multilateral grant acquisition
    • Strong
      track record in behavioral change programming
Other
Competencies/Attributes:
  • Excellent
    written and oral communication skills in English are highly desirable.
  • Strong
    communication skills, particularly advanced writing skills, report writing
    skills for a variety of stakeholders
  • Ability
    to build relationships cross-culturally
  • Ability

    representation and presentation skills including workshop facilitation

  • Strong
    networking skills
  • Level
    IV (fluent – speaking/reading/writing) Kinyarwanda language ability is
    desirable.
  • Fluency
    in English and the relevant other UN language, if it is officially used in
    the country
