Rwanda Ltd is implementing a project known as PROECCO (Promoting off –farm
employment and income thro

ugh climate responsive construction material
production, funded by the Swiss Agency for Development and Cooperation (SDC).
The overall aim of the project is to minimize the impact of building material
production on the environment while improving the livelihoods and labour in the
building material sector. The project has a wide range of stakeholders,
including ; Entrepreneurs in the building material sector, rural men and
women employed in the sector, raw material suppliers and business service
providers, national level and local authorities, vocational training
institutions and universities.

In order to
successfully execute the project, Skat Consulting Rwanda would like to recruit
a competent individual for the position of ConstructionEngineer.
General Tasks :
• Technical
construction design in cooperation with specialised team members and external
experts.
• Planning,
tendering, guiding and supervising the implementation of construction
activities of the PROECCO Project. (Namely the establishing of small brick
factories, improved artisanal brick kilns, model houses/settlement etc.)
• Leading a
team of Skat’s site supervisors and guiding and supervising the work of
external subcontracted planning and construction firms.
• Reporting to
the Project Component Manager and the Programme Management Team
Responsibilities of the position include :
  • Preparingdesigns,
    plans, bill of quantities and tendersfor differentbuilding
    infrastructures.
  • Preparing draft
    designs for larger scale construction work to subcontracted planning and
    construction firms, review their detailed designs and bills of quantities
    etc.
  • Prepare technical
    information for procurement of related goods and services and participate
    in construction works tender evaluation.
  • Supervise construction
    work, leading a team of field engineers.
  • Prepare budgets for
    materials & tools, and work schedules for construction work.
  • Monitor the
    performance of constructed hard-ware of small scale brick factories and
    brickyards and develop improvement measures.
  • Assess the
    construction quality of existing brick kilns and develop measures for its
    rehabilitation and upgrading them.
  • Participating in the
    design of training manuals for brick kiln construction and for affordable
    housing.
  • Assessing the building
    material sector information, relevant policies, standards and public &
    private services
  • Exchange/dialogue with
    representatives and leaders from the construction sector and of
    construction industry related authorities.
Requirements :
• Bachelor
level qualification in Civil Engineering.
• 10 years of
related working experience.
• Excellent
knowledge on architectural and construction structural design.
• Excellent
knowledge on planning cost calculation and construction management and related
administration work.
• Experiences
in construction supervision and leading local technicians.
• Computer
skills especially, civil structure design software including Archi CAD and Auto
CAD.
• Knowledge on
building material, regarding quality, production methods and respective
manufacturing technologies.
• Fluent in
French or English.
• Ability to
work independently and as a member of an interdisciplinary team.
• Proven
ability to plan and work to deadlines.
• Good written
and oral communication and presentation skills.
Duration of Assignment
The selected
candidate will sign a one year contract, renewable.
