SC Rwanda Country Office seeks to hire
qualified, committed and experienced nationals to fill the following
position

ECD Officer – First Read and First Steps

PURPOSE OF POSITION:
To support the implementation and
monitoring of the First Read and First Steps projects in Ngororero District and
lead on scale up and sustainability planning for the Parenting Component,
including engagement with ARR parenting trainings in Ngororero District.
KEY AREAS OF ACCOUNTABILITY:
District-level Project Implementation
Operationalize the project detailed
implementation plan for Ngororero District in partnership and close
collaboration with staff of implementing partner Umuhuza, including:
  • Conduct
    training on ELM/FR and FS to relevant stakeholders in accordance with the
    project implementation plan;
  • Provide
    ongoing advice and support to Umuhuza Practitioners, CFVs, CFFs to enable
    them to fulfil their respective roles in implementation of the project in
    collaboration with Umuhuza Staff; 
  • Conduct
    regular visits to Ngororero providing mentoring to Practitioners on the
    implementation of early literacy and maths concepts within First Read and
    First Steps implementation, supporting in the establishment of playgroups
    and monitoring overall implementation in collaboration with Umuhuza Staff;
  • Prepare
    and submit weekly and monthly work plans and reports in accordance with
    the agreed schedules with the ECD Coordinator – Family Learning;
  • Highlight
    early to the ECD Coordinator – Family Learning and ECD Programme Manager
    any potential constraints to implementation of project;
  • Support
    the establishment of Family Learning pilot (Parenting education) for 0-9
    continuum in a new sector;
  • Responsible
    for ensuring adherence to the established Child Safeguarding mechanisms
    and procedures, including child risk assessments for every project
    activity including children before commencement;
  • Prepare
    and submit quarterly procurement plans and requests for the project
    implementation in Ngororero;
  • Submit
    monthly cash forecast for project implementation in Ngororero in line with
    the DIP;
  • In
    collaboration with Umuhuza staff in Ngororero, lead the establishment of
    local booksellers in the First Steps intervention and control areas;
  • Provide
    support, monitor and collect learning on the book seller component of the
    First Steps project.
ARR Parenting Scale-up and
Sustainability Planning
  • Lead
    on the design of plans for the establishment of guided Playgroups as
    sustainable options for post-parenting trainings within the Advancing the
    Right to Read (ARR) programme, collaborating with other ARR projects to
    ensure compatibility and collaboration;
  • Draw
    lessons learned from across parenting implementation to support in
    operationalizing scale-up plans for parenting education within Government
    mechanisms, including taking a lead role on related advocacy objectives.
External Representation
  • Sensitize
    key stakeholders at District and sector level (District Authorities,
    Sector Authorities, Parents Committees and Communities, ECCD care-givers
    and Children) about holistic parenting education, the First Read and First
    Steps projects;
  • Represent
    Save the Children in relevant Sector and District meetings (and national
    meetings when requested by ECD Programme Manager). 
Monitoring, Evaluation, Accountability
and Learning
  • Monitor
    progress against the FR and FS MEAL plan through use of project MEAL
    tools;
  • Ensure
    that accountability mechanisms are functioning in project implementation
    areas;
  • Support
    planning and data collection for project evaluations and ensuring that
    findings are used to inform programme decisions;
  • Document
    lessons learned and ensure learning is shared across the ECD team and the
    Education Signature Programme and used to inform project improvements.

QUALIFICATIONS AND EXPERIENCE
  • University
    degree in education or social sciences;
  • Experience
    working with NGOs;
  • Good
    knowledge of principles and practice of Early Childhood Care and
    Development, experience working in the ECCD field preferred;
  • Ability
    to develop constructive relationships with a wide range of partners,
    including children, communities and local authorities;
  • Proven
    ability to deliver projects in line with proposals, budgets and timelines;
  • Experience
    of facilitating participatory planning and monitoring;
  • Strong
    analytical skills and creativity;
  • Ability
    to self-manage and to work effectively with very limited supervision;
  • Willingness
    to be self-sufficient with regard to transport;
  • Ability
    to communicate effectively in Kinyarwanda and English:  orally and in
    writing
Desirable
  • Possession
    of a motorcycle license;
  • Ability
    to communicate effectively in French: orally and in writing
  • Previous
    experience/exposure to emergent literacy and math concepts and practices
  • Previous
    experience in holistic parenting education for parents of children aged
    0-3 years
