BACKGROUND:
As a result of the electoral violence in Burundi, a large number of refugees
have crossed into Rwanda and are settled/living in various sites, the majority
of them living in Mahama Camp while others are living in Kigali, Bugesera,
Nyagatare, Nyanza and Huye.

Mahama Camp, where Oxfam is operational hosts up to 43,000+ Burundi
refugees who have been registered and are now settled there where they share
their available resources/facilities. Oxfam has signed a partnership agreement
to work in Mahama and through the existing sector coordination; Oxfam will
deliver a WASH programme which is aimed at reducing the vulnerabilities and
suffering of the Burundi refugees in Mahama Camp  through the provision of
basic WASH needs and other essential services.
We are currently recruiting for an experienced Rwandans national for the
following position:
Logistics Officer (Procurement, Supplies & Fleet Management)
Location: Mahama Camp, Kirehe District, Rwanda
Salary:  Competitive
Duration: 3 MONTHS WITH POSSIBILITY OF EXTENSION
Level: National D2
Oxfam purpose: To work with others to find lasting solutions to poverty and suffering.
Job purpose: To provide logistics support for Oxfam Humanitarian Programme in Rwanda,
through day to day supervision and direct implementation of activities within
the procurement and fleet management function of the Programme.
REPORTING LINES:
Post holder reports to: Oxfam Logistics/Operations Officer
Staff reporting to this post: 1 Logistics Assistant, Drivers
DIMENSIONS:
  • Manages people,
    procedures and processes.
  • Monitors performance
    of team or external contacts and gives advice / guidance to managers in a
    specialist area.
  • Objectives are set
    within well-defined limits although some adaptation on day-to-day issues
    may be required.
  • Problems may vary but
    solutions can be defined from previous experience with judgement being
    required to choose and apply the most appropriate solution.
  • Regular communication
    is normally is done through immediate manager but some posts require a
    broad range of communication (including negotiation) internally and
    externally.
 KEY RESPONSIBILITIES:
Procurement & Supplies:
  • To work with the
    Logistics Operations/Logistics Officer in the  procurement of goods
    and services based on authorised requisitions and in line with Oxfam GB logistics,
    purchasing and supply policy.
& donor procedures; this includes liaison with Kigali Logistics team
on purchase of goods & services that are not locally available
  • To  provide
    support to the  programme  teams in supply planning and thus enhance
    timely delivery of goods & services while ensuring  that all
    transactions are carried out in a transparent, fair and accountable
    manner.
  • To ensure continued
    good relations with suppliers, ensuring that Supplier Relationships are
    managed/maintained at all times in a professional manner and that Service
    Level Agreements are accurately monitored and reported on.
  •  Ensure that
    regular checks are carried out on price comparisons and that
    materials/items costs are monitored effectively.
  • Ensure visibility of
    information (RQ Tracking, Supplier Database, Cost Database) by providing
    electronic updates to key programme staff on a regular basis.
  • To ensure that
    suppliers provide proper documentation in a timely manner for goods and
    services provided to Oxfam.
  •  Establish and
    maintain good contact with other organisations, including UNHCR, in
    relation to the areas covered in this JP.
  • Provide appropriate
    support to the Logistics Assistant within your line management  to
    ensure that responsibilities entrusted to him/her are delivered according
    to the required standards; this includes identifying  training needs,
    mentoring/couching
 Vehicles/Fleet management:
  • Take lead on the day
    to day assessment  of vehicle requirements for the team and advise the
    Operations/Logistics Officer accordingly
  • Ensure vehicle
    management routines are in place and monitored thus ensuring appropriate
    and efficient  use of Oxfam owned and hired vehicles
  • Lead on the management
    external transport contractors ensuring transparency & accountability
    in the contracting processes, proper monitoring of their documentation
    (including payments) and that such vehicles meet the standards required
    for Oxfam use
  • Direct management of
    the drivers (for  vehicles and tractors) ensuring that they have
    the  support required to perform their duties and that  vehicle
    service and repairs  are done whenever due or as required
  • Ensure that all
    hired/rented drivers are managed according to the guidelines and that all
    paperwork is ready for submission on a monthly basis to enable timely
    payment of salaries
  • Ensure monthly and
    weekly reports are submitted in timely manner to the Operations/Logistics
    Manager.
 OTHER
  • As and when need
    arises, gap fill in any other logistics related functions at this or
    higher levels.
 SKILLS AND COMPETENCE:
  • Relevant degree or
    diploma and or professional qualifications in Logistics e.g. supply,
    warehousing or fleet management.
  • Diplomacy, tact and
    negotiating skills.
  • Team-working skills.
  • Flexibility under
    pressure and in response to changing needs.
  • Attention to detail
    and excellent numeric skills.
  • Minimum 3 years
    working within a humanitarian context.
  • Minimum 3 years
    logistics/purchasing experience.
  • Good written and
    spoken English.
  • Ability to keep clear
    and concise records.
