BACKGROUND:
As a result of the electoral violence in Burundi, a large number of refugees
have crossed into Rwanda and are settled/living in various sites, the majority
of them living in Mahama Camp while others are living in Kigali, Bugesera,
Nyagatare, Nyanza and Huye.

rational hosts up to 43,000+ Burundi
refugees who have been registered and are now settled there where they share
their available resources/facilities. Oxfam has signed a partnership agreement
to work in Mahama and through the existing sector coordination; Oxfam will
deliver a WASH programme which is aimed at reducing the vulnerabilities and
suffering of the Burundi refugees in Mahama Camp through the provision of
basic WASH needs and other essential services.
We are currently recruiting for an experienced Rwandans national for the

Oxfam purpose: To work with others to find lasting solutions to poverty and suffering.
Job purpose: To ensure the implementation of a complete and coordinated MEAL of the
Oxfam response programme. The MEAL officer will support the program teams and
partners (if any) working on the Humanitarian Programme in Rwanda to define and
implement a coordinated mechanism, based on the proposed Minimum MEAL
standards, in an efficient manner.

DIMENSIONS:
- Delegated authority to
supervise junior staff and/or volunteers and delegated
projects/activities.
- Problems vary and
include a combination of routine and some complex.

mixture of reactive and project work.

the team and the facilities of the team.
- Communication is
largely with internal staff, (including internationally) also with some
external contacts and target audiences to support operational work.
- Analysis and
communication of some complex information at a simple level is required to
a wide audience to promote and influence.
KEY RESPONSIBILITIES:
MEAL System development and implementation:
- Work with Humanitarian
program staffs and the Country Programme MEAL Coordinator in
designing the tools on MEAL and in implementing the MEAL plan at each
field location.
- Develop MEAL system
for Humanitarian Projects and ensure effective Implementation and
management,
Quality Monitoring
- Work closely with
the Humanitarian programme team to develop Programme Quality
Benchmarks
- Use process, output
and outcome level quality Benchmarks as reference to undertake field
monitoring visits, focusing on program quality aspects, discuss with
relevant staff and share reports with relevant colleagues
- Work with the
programme team to develop data collection tools
Data gathering, Information management and reporting:
- Prepare a clear data
collection plan in discussion with the technical team and lead on all
field data collection exercises, data management and analysis
- Analyze the data,
together with the project team, and share them in the required format.
- Contribute in timely
and quality reporting on Humanitarian Projects
- Producing clear and
quality reports that demonstrate accountability and learning to the
Donors.
Accountability:
- Assist the project
team in strengthening the accountability mechanisms at project level
- Setting up and
managing complaint and feedback mechanism for the project
Review, reflection and learning:
- Assist the project
team and partners in documenting lessons learnt
- Collecting best
practices, case studies and Most Significant Change Stories which
demonstrate qualitative and quantitative changes over the period.
- Conduct reviews,
learning events at project locations.
- Lead
Programme quality and Monitoring Review sessions
- Ensure the analysis of
the information collected, the production of materials as well as the
dissemination among stakeholders.
Other:
- Delivering any other
responsibility assigned by the line manager.
SKILLS AND COMPETENCE:
- University degree in
statistics or relevant social sciences, with M&E skills,
- At least 3 years
experience of work in emergency or development context projects with
Monitoring, Evaluation, Accountability and Learning skills.
- Good knowledge in
Monitoring, Evaluation, Accountability and Learning.
- Fluent in written and
spoken English and French and Kinyarwanda.
- Experience of working
in a multicultural team.
- Excellent coordination
skills.
- Strong commitment to
gender equality and social justice.
- Excellent
communication and interpersonal skills.
- Proven Knowledge of
computerised systems; high degree of computer literacy and word processing
and
- Spreadsheet/Excel
skills, SPSS and Stata software’s.
- Ability to work under
pressure, ability to prioritize and commitment to meet deadlines.
- Systematic and
organised in approach, with ability to work on own initiative.
- Experience in and the
ability to train people.
- Gender and cultural
sensitivity, commitment and an understanding of the values of Oxfam and

- Strong capacity and
