As a result of the electoral violence in Burundi, a large number of
refugees have crossed into Rwanda and are settled/living in various sites, the
majority of them living in Mahama Camp while others are living in Kigali,
Bugesera, Nyagatare, Nyanza and Huye.

Mahama Camp, where Oxfam is operational hosts up to 43,000+ Burundi
refugees who have been registered and are now settled there where they share
their available resources/facilities. Oxfam has signed a partnership agreement
to work in Mahama and through the existing sector coordination; Oxfam will
deliver a WASH programme which is aimed at reducing the vulnerabilities and
suffering of the Burundi refugees in Mahama Camp  through the provision of
basic WASH needs and other essential services.
We are currently recruiting for an experienced Rwandans national for the
following position:
Public Health Promotion Officer
Location: Mahama Camp, Kirehe District, Rwanda
Salary:  Competitive
Duration: 3 MONTHS WITH POSSIBILITY OF EXTENSION
Level: National D2
Oxfam purpose: To work with others to find lasting solutions to poverty and suffering.
Job purpose: To enable Oxfam to respond quickly to the Public Health Promotional
requirements of the emergency response.
The work may involve, in an immediate stage, the assessment of the
hygiene promotional needs that will target mainly reduction of cholera, or any
other public health related diseases spread as well as building the capacity of
the communities to better reach and alleviate the plight of the people affected
by the emergency.

DIMENSIONS:
  • Most tasks are
    well-defined technical activities within partner MOU and objectives set by
    manager with some routine reactive work in response to requests.
    • Contribute to and influence operational
      planning.
  • Strong communication
    and negotiation skills and the ability to influence and inspire confidence
    in others in diverse working environments.
  • Ability to
    synthesise  public health promotion information to its accessible and
    useable by non-specialists
  • Develop a shared
    analysis of local issues, contacts and key players
  • Impact and influence
    within the team and Oxfam allocated camp and foster strong external
    relations with other agencies responding in target area
  • Supervising resources
    within defined boundaries or a specialist area, which may include people
    and assets.
 KEY RESPONSIBILITIES:
Programme implementation
  • As part of a multi disciplinary
    team, carry out assessment of the public health risks and analysis of the
    threats to life, health and dignity faced by the refugees in Mahama
    camp.  Make recommendations for actions which are consistent with
    Oxfam’s policies and guidelines.
  • Work closely with
    engineering colleagues (PHEs) to implement and monitor Oxfam’s water,
    sanitation and hygiene promotion (WASH) interventions ensuring an
    integrated approach to the public health needs of programme activities.
  • Organise and conduct
    training for the identified volunteers which may include hygiene promotion
    volunteers, water and sanitation committees, etc as applicable or as
    decided by the project
  • Ensure that where
    possible an empowering approach to working with communities is employed.
  • In collaboration with
    other actors develop necessary materials including IEC materials relevant
    to context and needs
  • Depending on the
    situation, the post holder may be asked to perform other tasks as
    requested by the Response Team Leader
 Programme approach
  • Ensure that all work
    is carried out in a way that is sensitive to community needs and gender
    issues. In particular to promote the full and equal participation of women
    in all aspects of the work and to ensure that Oxfam’s Programme is an
    opportunity for peace making, rather than community division
  • Ensure that the
    programme is accountable to beneficiaries through promoting their
    participation providing them with information about programme activities
    and ensuring the beneficiary feedback is used effectively to adapt
    programme 
  • Ensure that work aims
    to meet Minimum Standards and adheres to Oxfam’s emergency guidelines and
    protocols including Minimum Requirement (MR) in WASH and Core Humanitarian
    Standard
 Programme monitoring and reporting
  • Work closely with MEAL
    officer, to implement context appropriate MEAL activities and ensure that
    data collected is timely analysed and reported to inform programme
    progress and management action/decision
  • Write regular reports
    adhering to OGB reporting formats at agreed intervals
 Staff management
  • Participate in
    recruitment and supervision of public health promotion assistants. 
    This may involve the writing of job descriptions, work schedules, training
    plans, performance objectives setting  and appraisals
  • Carry out informal and
    formal training sessions and evaluate the impact of this training
  • Develop work plans
    with staff to ensure effective implementation of the programme
 SKILLS AND COMPETENCE:
Essential
  • Relevant
    qualification, degree/diploma certificate  in public health promotion
    or other relevant areas (e.g. community development, adult education)
  • At least 3 years
    practical experience in appropriate community health and environmental
    programmes.  Some of this time should have been in emergency refugee
    programmes.
  • Experience and
    understanding of community mobilisation in relation to water and sanitation
    activities in humanitarian programmes
  • Demonstratedexperience
    of programme integration and commitment to humanitarian principles and
    action to crosscutting issues including gender, diversity, HIV and AIDS
    into public health promotion programme,
  • Strong assessment,
    analytical, planning, negotiation, oral and written reporting skills.
  • Ability to work under
    pressure and in response to the changing needs

  • Good spoken and at
    least fair written English, and the ability to communicate fluently local
    language and one other commonly used language will be highly beneficial
    (e.g. Swahili and French)
