As a result of the electoral violence in Burundi, a large number of
refugees have crossed into Rwanda and are settled/living in various sites, the
majority of them living in Mahama Camp while others are living in Kigali,
Bugesera, Nyagatare, Nyanza and Huye.
Mahama Camp, where Oxfam is operational hosts up to 43,000+ Burundi
refugees who have been registered and are now settled there where they share
their available resources/facilities. Oxfam h

as signed a partnership agreement
to work in Mahama and through the existing sector coordination; Oxfam will
deliver a WASH programme which is aimed at reducing the vulnerabilities and
suffering of the Burundi refugees in Mahama Camp  through the provision of
basic WASH needs and other essential services.

We are currently recruiting for an experienced Rwandans national for the
following position:
PUBLIC HEALTH PROMOTION ASSISTANT
 Location: Mahama Camp, Kirehe District, Rwanda
Salary:  Competitive
Duration: 3 MONTHS WITH POSSIBILITY OF EXTENSION
Level: National D2
Oxfam purpose: To work with others to find lasting solutions to poverty and suffering.
Job purpose: To enable Oxfam to respond quickly to the Public Health Promotional
requirements of the emergency response.  The work may involve working
directly and building the capacity of the communities to reduce public health
related diseases spread and alleviate the plight of the people affected by the
emergency.

Staff reporting to this post: Community volunteers
DIMENSIONS:
  • Most tasks are well
    defined within objectives set by the manager and include some routine
    reactive work but pro-activeness and flexibility to changes required.
  • Work patterns are
    mainly routine but proactiveness and flexibility to changes required;
  • Reactive work requires
    common sense to make judgments about basic adjustments to the jobholders
    own routine but also contributes to improvement of the programme.
  • Impact is mainly with
    own team. Planning usually short-term. Occasionally needs to influence own
    team and community volunteers;
  • Supervising resources
    within defined boundaries including volunteers and assets.
 KEY RESPONSIBILITIES:
Programme implementation
Assessment and Programme implementation
  • Assist in assessments
    and baseline studies (if applicable) in order to identify WASH-related
    health risks and priorities.
  • Collect and record
    qualitative and quantitative data from communities covered by the
    response.
  • Contribute in
    developing work plans and program activities.
  • Work closely with
    other sectoral teams to ensure an integrated approach is applied in
    addressing gender, protection and advocacy needs of the beneficiaries.
  • Mobilise community
    level authorities, community influencers and volunteers   in the
    area covered and develop community action plan to break the transmission
    of WASH related diseases
 Programme approach
  • Ensure that all work
    is carried out in a way that is sensitive to community needs and gender
    issues. In particular to promote the full and equal participation of women
    in all aspects of the work and to ensure that Oxfam’s Programme is an
    opportunity for peace making, rather than community division
  • Ensure that the
    programme is accountable to beneficiaries through promoting their
    participation providing them with information about programme activities
    and ensuring the beneficiary feedback is used effectively to adapt
    programme 
  • Ensure that work aims
    to meet Minimum Standards and adheres to Oxfam’s emergency guidelines and
    protocols including Minimum Requirement (MR) in WASH and Core Humanitarian
    Standard
 Programme monitoring and reporting
Monitoring & Data Management:
  • Conduct regular
    meetings, FGDs and other participatory methods to collect information
    needed for programme development and planning
  • Be the focal person
    for gathering information documentation in the designated community 
    level
  • Carry out any other
    necessary monitoring and data management duties in agreement with line
    manager.
    • Work closely with MEAL officer, implement
      context appropriate MEAL activities and as well as setting up and running
      of relevant complaint and feedback mechanisms.
  • Provide weekly update
    reports (including data collected, minutes from meetings, and key
    achievements for the week)
 Staff management
  • Participate in
    selection and training of public health refugee volunteers. 
  • Supervise the
    community health volunteers in defined geographical area.
 SKILLS AND COMPETENCE:
Essential
  • Relevant
    qualification, degree/diploma certificate in public health promotion or
    other relevant areas (e.g. community development, adult education)
  • Previous experience of
    working directly with communities though you may not have emergency
    experience and may have limited knowledge and experience of environmental
    health and hygiene issues.
  • Experience and
    understanding of community mobilisation in relation to water and
    sanitation activities
  • Understands different
    approaches to community mobilisation and Information, Education and
    Communication (I.E.C.)
  • Skills in
    documentation and dissemination of information
  • .Ability to work under
    pressure and in response to the changing needs
  • Good spoken and at
    least fair written English, and the ability to communicate fluently local
    language and one other commonly used language will be highly beneficial
    (e.g. Swahili and French)
