Background and Purpose
There
is an agreement across Rwanda’s policy makers that e-Health is vital to an
effective, sustainable health system that w

ill stand up to present and future
challenges.

The
Vision 2020 and the National Information and Communication Integration (NICI
III) document committed the Government of Rwanda to an integrated ICT-led
socio-economic policy and plan. In line with this plan the Ministry of Health
is committed to the deployment of ICT in order to contribute to this social
development. In view of this policy and plan the Ministry of Health was
mandated to facilitate the implementation of e-Health systems, which are geared
towards the improvement of health care service delivery.
E-Health
will be key to transforming and enabling the sustainability of Rwanda’s health
care system. It supports an environment with integrated services to efficiently
deliver high-quality and coordinated health care services.
The
Ministry of Health has established the e-Health directorate to accelerate the
development and implementation of e-Health systems for the country. The
Ministry also put in place an e-Health steering committee that is composed of
various stakeholders in e-Health. This structure is intended to help the
Ministry with the planning and implementation of e-Health solutions.
In
2009 the Ministry of Health approved the first e-Health strategic plan, which
was a five-year strategic plan that helped to set the vision for e-Health.
The
purpose of this consultancy is to update that e-Health policy and strategic
plan that will set the vision for digital health in Rwanda. These two documents
will provide guidance to the Ministry of Health to work with partners at the
global, regional and country level to promote and strengthen the use of
information and communication technologies in the health sector.
2.
Justification
The
Ministry of Health has established the e-Health directorate to accelerate the
development and implementation of e-Health systems for the country. The
Ministry has also put in place an e-Health stakeholders/steering committee that
is composed of various stakeholders in e-Health. This consultancy firm is to
update the e-Health policy and strategic plan including the detail action plan
and costing that will set the vision for digital health in Rwanda. These two
documents will provide guidance to the Ministry of Health to work with partners
at the global, regional and country level to promote and strengthen the use of
information and communication technologies in the health sector. To this effect
MoH has requested UNICEF to provide technical assistance for updating e-health
policy and strategic plan including a detailed action plan and costing which
will include RapidSMS. Given the expected workload of updating e-health policy
and strategic plan, the volume of technical deliveries, and the required
technical expertise, the tasks are beyond the current capacity of UNICEF
Rwanda’s in-house personnel.
3.
Objectives
The
main objectives for this consultancy are:
a)
To update and finalize e-Health policy
b)
To update and finalize e-health strategic plan including detail action plan and
costing
4.
Methodological Approach
The
consultancy institution will work closely with Directorate of e-health of the
MoH and e-health stakeholders/steering committee to update e-health policy and
strategic plan including the detail action plan and costing following the
structural and textual elements referring to the new template from the Prime
Minster Office. The consultancy firm will develop the drafts of the documents,
present it in a workshop to the e-Health stakeholders /steering committee and
MoH staffs, and compile the comments provided by the MoH and steering
committee. The activities will be accomplished within three months.
5.
Major Tasks, Deliverables & Timeframe
The
Consultancy institution will perform the following tasks:
a)
The consultancy firm shall carry out a desk review or situation analysis to
better address what is in the best interests of MOH/GoR in line with e-Health
priorities.
b)
The consultancy firm shall draft the updated e-health policy and strategic plan
including detail action plan and costing following the structural and textual
elements of referring to be the new template from the Prime Minster Office
provided by the MoH.
c)
The consultancy firm will present both documents to e-Health
stakeholders/steering committee in a workshop organized by the MoH
d)
Compile the comments provided and incorporate them into the two documents
e)
Finalize the e-health policy and strategic plan including detail action plan
and costing
f)
Present the final version of both documents for validation in a workshop
organize by the MoH
g)
Update the E-health Technical Working Group Terms of Reference (ToR)

6.
Stakeholder Participation
The
main stakeholders are the members of the Ministry of Health/e-health
directorate, CSD-Health unit and steering committee, which will facilitate the
accomplishment of the planned activities.
  • Provide
    guidance for the development of e-health policy and strategic plan and
    monitor the implementation,
  • Review
    the consultants activity plan, report and provide feedback on time,
  • Review
    and approve the final report,
UNICEF
Rwanda will be responsible for selection of the consultancy firm to provide the
required technical assistance.
MoH/e-health
unit will be responsible for providing relevant information at country level,
providing access to relevant documents and organizing meetings with different
stakeholders.
7.
Qualifications and Requirements
The
consultancy institution should have:
  • The
    firm should have a minimum of five years working experience in eHealth
    policy, health informatics and strategy development, planning and
    implementation.
  • Lead
    Consultant should have a master’s degree in e-Health, public health with
    special focus on e-Health policy development or health informatics
  • Have
    a good understanding of the Rwanda Health systems with the minimum of five
    years’ experience in the area of health system such as HMIS or health
    informatics, e-health and policy/strategy development
  • Have
    experience in evaluation or assessment of e-health programme
    implementation
  • Have
    strong analytical and communication skills, and strong English writing and
    speaking skills.
  • Knowledge
    of another UN language (preferably French)
  • Knowledge/experience
    of the Rwandan health sector will be imperative.
Evaluation
and selection criteria of the consultancy institution:
A
two stage procedure shall be utilized in evaluating proposals, with evaluation
of the technical proposal being completed prior to any financial proposal being
compared. A 70/30 assessment model for the technical and financial proposal
respectively will be adapted. Cumulative weighted average methodology will then
apply in determining the best value for money proposal.
Applications
shall therefore contain the following required documentation:
a.
Technical Proposal:
The
consultant institution should prepare a proposal on the basis of the tasks and
deliverables (as per the ToR). The proposal should include the methodological
approach with a detailed breakdown of inception phase, proposed scope of work
and methodology of presenting the final documents of both the e-health policy
and strategic plan. The proposal shall also include a brief explanation of the
desk review, writing the documents and presenting to e-health
stakeholders/steering committee for review/comments and dissemination/
validation plan and importantly, a draft work plan and timeline for the
development of both documents. The Technical Proposal shall also include
updated CVs of proposed consultants and copies of two reports of previous
e-health policy and strategy development experience developed by the consulting
institution.
b.
Financial Proposal:
this
consists of an expected financial offer with cost breakdown of consultancy
fees. The financial proposal shall be submitted in a separate file, clearly
named financial proposal. No financial information should be contained in the
technical proposal as this will lead to proposal cancellation. Financial

8.
Supervision
The
institution will work closely with e-Health directorate at the Ministry of Health
under the supervision of head of e-Health head/MoH. Reports will submitted to
UNICEF CSD- Health Unit with approval letter from MoH/e-health unit.
9.
Terms and conditions:
The
consultancy period will be for three months. The consultant will work closely
with MoH/e-health directorate. All payments will be linked to deliverables. The
contractor shall submit invoice of payment to UNICEF CSD-Health Unit with
approval letter from Ministry of Health/e-health unit.
Payments
  • 20%
    of the contract value will be paid upon submission and acceptance of the
    inception report (detail work plan, summary of desk review or situational
    analysis, and table of content of e-health policy and strategic plan) with
    support letter from MoH.
  • 30
    of the total payment upon submission of draft updated e-health policy and
    strategic plan with support letter from MoH.
  • 50%
    of the contract value will be paid upon submission and acceptance of final
    e-health Policy & Strategic Plan with support letter from MoH.
UNICEF
reserves the right to withhold all or a portion of payment if performance is
unsatisfactory, if work/outputs is incomplete, not delivered or for failure to
meet deadlines.
