Innovations for Poverty Action
(IPA), is an international non-profit research organization. Based in New
Haven, CT, with offices in Washington, D.C. and worldwide, IPA works with
development partners and academic researchers to create and evaluate approaches
to solving development problems, to communicate “what works” in development and
to scale up successful projects in a variety of fields, including health,
education, microfinance, governance and agriculture.

Project Descriptions:

The project will target micro-
and small-sized enterprise owners with the potential and motivation to improve
their productivity, grow their firms and create employment opportunities for
others.  Specifically, we will examine the impact of an innovative and
interactive business ICT tool that will help micro and small entrepreneurs
manage finance and marketing information.  Entrepreneurs will be carefully
screened to identify those with “high-growth” potential, and those 600
entrepreneurs will be targeted to receive the ICT tool. 

Position Summaries:  

The Field Supervisor position
provides an excellent opportunity to gain hands
on experience in a field setting with a vibrant organization
undertaking cutting
edge
development research. The Field Supervisor will work closely with the research
staff and field staff to perform a variety of tasks including, but not limited
to:

  • Manage a team of 4-6 enumerators through field
    activities and data collection
  • Coordinate and supervise all enumeration activities
    during the data collection process
  • Monitor, check, and assess the quality of the work of
    the enumerators, and review the questionnaires for completeness,
    consistency, and accuracy.
  • Monitor the condition of survey equipment assigned
    to the enumerators,
  • Double check the completeness of the list of
    businesses required by your team,
  • Report all errors, discrepancies and changes of the
    questionnaire if any, and oversee the upload of the new version of the
    questionnaire for all team members.  
  • Ensure that there are no problems with lodging and
    transportation for enumerators, and monitor time management.
  • Ensure that all technical and logistic issues are
    reported to the Field Manager
  • Ensure all IPA and study protocols are strictly followed
  • Assign enumerators to specific blocks for listing and
    recruiting activities
  • Be willing to work in rural areas and stay overnight,
    for 5 days in a week
  • Perform other duties related to the project that may be
    assigned to him/her, such as, but not limited to, testing the
    questionnaire and make arrangements for his/her interviews
  • Be responsible for maintaining good relations with IPA,
    its employees, partner organizations and project participants
  • Keep track of expenses
  • Transmit data collected on a daily basis

Qualifications:

  • The applicant should have past supervisory experience
    with field data collection
  • Past experience in data collection and listing
    activities in Kigali
    a plus
  • The applicant should have previous experience working
    with entrepreneurs
  • Applicant should have past experience in sales or in
    starting and managing their own business
  • The applicant must have a bachelor’s degree, or be
    currently enrolled in an institution, with at least one year field/data
    collection experience
  • Should be familiar with computer assisted interviews or
    keen to learn
  • Must have practical knowledge of MS word, MS excel, MS
    PowerPoint, Email, and have the ability to use electronic devices, i.e.
    tablets or smartphones
  • Excellent communication skills in Kinyarwanda and
    English.
