1. Background
information
Association of
Microfinance Institutions (AMIR) is a professional umbrella organization consisting
of 303 members, composed of microfinance banks, microfinance institutions
limited by shares, and SACCOs,.
AMIR started
operations

in 2007 with the mission of supporting its members to become
professional and sustainable institutions. AMIR, being the only microfinance
network in Rwanda, plays an important key role in the development of the
sector.

One of the
AMIR’s strategic objectives is to promote ICT among its members to enhance
their system development. It is against this background that AMIR is running a
project to implement a shared IT services platform for MFIs and SACCOs.
In this regard, AMIR is seeking to hire an IT
expert to oversee and run the shared IT service activities under AMIR Consult
Ltd., which is the economic arm of AMIR.
2. Responsibilities:
Under
the supervision of the AMIR Consult Managing Director, the IT expert will
perform the following responsibilities:
1.      
Lead the whole process of automation of AMIR members, as well as the network
infrastructure
2.      
Lead the procurement process for the shared IT services system to be used by
AMIR members
3.      
Provide support for the development of the payment systems for AMIR members,
which will include: ATM, POS, ATM Cards, Mobile Money, Internet Banking,
Payment, Money Transfer etc.
4.      
Manage the data preparation and validation process prior to data migration
5.       Monitor the
contracted firm to ensure the MFIs’ and SACCOs’ data cleaning and migration is
done smoothly with required reconciliation
6.      
Manage the migration during all phases, i.e. the test phases, the pilot phase,
and the roll-out to the entire sector Support the project team installing the
system in terms of connectivity and infrastructure
7.      
Ensure a healthy relationship with the supplier of the shared IT services
system
8.      
Oversee the training of AMIR Consult administrators/ IT support team through
the IT supplier
Identify the capacity
building needs for AMIR members and ensure programs are developed to bridge
them
9.      
Promptly intervene for IT technical problems at AMIR HQs and provide technical
support and advice accordingly for appropriate and sustainable solutions

Qualifications:
3.1
Educational Background and Professional Experience
University degree in IT technologies or
equivalent (Master’s degree preferred) in Computer Science, Computer
Engineering, Information and Communication Technology,  Business
Computing, MBA/Technology Management with a minimum of 7 years working experience
in software development and implementation preferably in the financial sector.
Proven experience in cloud computing is necessary. The candidate should have at
least done 2 Core Banking System migrations. Experience of at least 5 years in
ICT Project Management is desirable.

Skills and Competences:
1.      
Demonstrates strong technical knowledge in the field of software development
and implementation, and cloud computing
2.      
Capacity to build strong relationships with stakeholders
3.      
Strong capacity to make valuable practice contributions in area of ICT
applications in the financial sector
4.      
Comprehensive understanding of the project management cycle and managing for
results
5.      
Familiarity with the Rwandan financial systems and key institutions in the
sector
6.      
Excellent conceptual, analytical skills
7.      
Fluency in spoken and written English, with knowledge of Kinyarwanda and/or
French languages, is a significant advantage
