Background:
Savings
Banks Foundation for International Cooperation (SBFIC) is a German NGO and has
been operating in Rwanda since 2009. SBFIC works in close partnership with
MINECOFIN, MINICOM, AMIR (Association of Microfinance Institutions) and RICEM
(Rwanda Institute of Cooperatives, Ent

repreneurship and Microfinance), among
others. Program activities include enhancing vocational education in fields
related to business management, strengthening of the microfinance sector in
general, and supporting the professionalization of the Umurenge SACCO sector in
particular.

The
latter program component focuses on the planned consolidation of Umurenge
SACCOs on District level, and on the subsequent establishment of a Cooperative
Bank, which is supposed to provide financial and other services to the SACCOs.
SBFIC’s role in this program component is to provide, in close collaboration
with AMIR, consultancy services to MINECOFIN and other Government entities. It
is for this program component SBFIC is looking at employing a Consultant
forBanking and Microfinance
.
Strengthening
of the financial sector is one of the key factors for the well-being of people.
To strengthen the sector financial institutions have to increase their service
quality toward their clients, and to improve their performance and
sustainability. Supporting the institutions on their way forward through
consultancy and advisory will be your main task.
You
will become member of a highly motivated project team, composed of SBFIC and
our project partners. You will be working on exciting and complex tasks in an

Job
responsibilities:
Job
responsibilities include, but are not limited to:
  1. Facilitate
    the development of business plans for District SACCOs; including external
    and internal analysis, marketing plan, strategic plan, financial forecast,
    etc.
  2. Develop
    operations manuals of any kind, internal control systems, loan management
    procedures, etc.
  3. Provide
    consultancy services of any kind for the consolidation of Umurenge SACCOs,
    e.g. concerning the communication process, the legal and technical merger
  4. Facilitate
    the development of the business plan for a Cooperative Bank; including
    external and internal analysis, marketing plan, strategic plan, financial
    forecast, etc.
  5. Provide
    consultancy services of any kind for the establishment of the Cooperative
    Bank, e.g. product and service portfolio, risk management, governance,
    service level agreements, etc.
Minimum
qualifications:
  1. Master’s
    degree in finance or a related subject
  2. Profound
    knowledge of the Rwandan banking and microfinance industry
  3. At
    least 5years’professionalexperience in microfinance institutions and
    commercial banks. Experience in risk management or treasury/ liquidity
    management is an asset
  4. Additional
    experience as consultant and/ or coach for the financial industry is an
    advantage
  5. Fluent
    in English and Kinyarwanda (spoken and written); French is an asset
  6. Excellent
    MS Office Suite mastery, particularly in MS Excel and MS PowerPoint
