In
May 2014, Plan International Rwanda entered into a partnership with UNHCR and
MIDIMAR to provide child protection and SGBV protection response and prevention
services in all five refugees camps in Rwanda and for urban refugees in Kigali.
At the end of March 2015, Burundians began crossing the border into Rwanda to
seek asylum from harassment and threats due to the upcoming presidential
elections. In response, the Government of Rwanda allocated two sites to host
the refugees and in partnership with UNHCR asked implementing partners to
support the emergency response. Plan International Rwanda deployed staff to the
two reception centres and Mahama camp in addition to the 5 old camps.

Women, WFP, SNO, UKNO…) and recently an agreement with UNHCR to continue the
operation for 2016.

are now a total of 140,000 Congolese and Burundian refugees in Rwanda. Recently
new partners have been introduced to provide support to refugees such as Save
the Children, Legal Aid Forum and Handicap International to support the
protection and SGBV activities.

need for further quality assurance of Plan International Rwanda’s Child

- Ensure
capacities of the Refugee Protection Project field staff is strengthened
on CP and SGBV prevention and response through the facilitation of formal
and informal workshops and training and by providing technical advice; - Review
of case files in the camps to ensure proper documentation and filing of
all child protection and SGBV cases, whether hard or soft copies; - Provide
technical advice and support to field staff with regards to case
management and unaccompanied children – this includes assessing their
situation, developing case plans and ensuring alternative (family based)
care and monitoring; - Support
the field staff in the camps on the development and implementation of a
community engagement strategy on Child Protection and SGBV. - Develop
programming guidance on inclusive psychosocial support activities for
children through CFS activities that can be adapted per camp. - Provide
technical advice and support to ensure quality provision of alternative
education to out of school refugee children. - Develop
and review any technical document such as ToR’s and technical inputs and
review of concept notes and proposals.
Methodology/Approach
The
CPiE Specialist is expected to:

- Be
based in Mahama but with frequent travel to other camps. He or she will
work with field staff of the Refugee Protection Project on a daily basis.
Travel may be required to Kigali as needed/requested by the Project
Manager. - Work
closely with the Field Protection Manager for the Burundi response and the
SGBV and Protection Project Manager but will report on achievements and
updates to the PSM and Child Protection Country Program Manager. - Liaise
with MIDIMAR, UNHCR, UNICEF, implementing partners, and host community
actors as needed to improve child protection programming in the camp and
among the host community.
- Monitor
and map key child protection and SGBV issues as needed for trend analysis. - Design
and facilitate trainings and workshops as needed for staff and partners on
child protection, SGBV and related areas. - Ensure
that all projects implemented are CCCD standards and levels “friendly”. - Function
as part of the Plan Protection Team, providing technical support and
guidance. - Work
with the field staff on cases that cut across both gender-based violence
and child protection issues to ensure a holistic, coordinated response in
the best interest of children and survivors. - Monitor
CP and SGBV case management and prevention activities to ensure a quality
response.

Knowledge,

The
ideal candidate will have:

- Master
Degree or a long and strong experience in emergency response, humanitarian
and Disaster settings especially on Child protection with good knowledge
of SGBV. - Proven
expertise in CP and SGBV cases management - Experience
in Counselling - He/she
must have ability to communicate fluently in English. Ability to
communicate in French is an advantage. - He/She
must have knowledge of PLAN INTERNATIONAL or like organisations’ policies
and procedures, Sphere and the Red Cross/ NGO Code of Conduct. - He/she
must have at least 3 years’ experience in Protection program design and
implementation, including at least one year of international, humanitarian
experience. - He/she
must have proven knowledge and experience in developing and implementing
community mobilization projects. - He/she
must have the ability to remain flexible to a changing environment, to
make decisions independently and to work well with a cross-cultural team. - He/she
must have ability to effectively present information and respond
appropriately to questions from senior managers in the field and Country
Offices, counterparts, government representatives and others.
