Description:
The
post-holder will work as a member of the Programs team under the supervision
of the Head of Programmes. The M&E and Le

arning Coordinator will
support the WaterAid Country programme to conduct monitoring and
evaluation activities against WARw strategy, ensuring programme quality
standards are in place and managing multiple accountability requirements
of donors and stakeholders.

 KEY
ACCOUNTABILITIES:
 
 Set up functional and reliable Monitoring and Evaluation System
  •  Support
    the country programme to establish and manage an effective
    Monitoring and Evaluation system to track progress towards meeting
    WASH program work/contract deliverables, results, indicators and
    targets
  • Build,
    manage and continually suggest improvements to a database for
    programmes designed to implement the new Country Programme strategy
  • Contribute
    to the development of the annual work plans and review the relevance
    of the M&E plans against these work plans
  • Based
    on programs indicators, support the programmes team and the Head
    of Policy, Research and Advocacy in tools design and data collection
    for baseline, midterm and end term evaluations at field level
  • Synthesize
    data collected for easy use in reporting and for other purposes
    including fund raising and communication with stakeholders
  • Integrate
    Programs indicators in the computerized data reporting system
  • Analyze
    data and provide appropriate feedback to programs and other departments
  • Support
    the country programme project staff in the field and partners understand
    the importance of monitoring and evaluation and the use of
    information for learning purposes; ensure the project’s staff
    understands their roles and responsibilities in the collection of
    data for the monitoring and evaluation system
  •  Develop
    the overall framework for project M&E, particularly the annual
    project reviews, participatory impact assessments, process
    monitoring, operations monitoring and lessons- learned workshops
  • Review
    the existing approaches and management information systems and
    agree on any required changes, support and resources
  • File
    and archive important documents (hard and soft) for an easy retrieval
    when needed in compliance with the internal IT policy
 
  Routine Monitoring and Evaluation work
  • Based
    on the review of existing data, draw up the Terms of Reference (TOR) for, design
    and cost out baseline surveys and needs assessment surveys when required
  • Guide
    the process for identifying and designing the Key Performance Indicators
    for projects to record and report progress against work plans
  • With
    stakeholders, set out the framework and procedures for the evaluation
    of project activities
  • Play
    a key role in organizational Research and Development work
  • Lead
    on data entry, cleaning and analysis by using appropriate technology
    to facilitate the work
  • Organize
    the revision of the WARw project log frame matrix, particularly in the
    areas of the objective hierarchy, measurement indicators, results
    frameworks and monitoring mechanisms
  • Guide
    and supervise special surveys, trainings and studies required for
    evaluating project effects and impacts like the Social Return on
    Investment (SROI)
  •  Periodically
    monitor WaterAid Rwanda’s performance in implementing the
    projects and partner agreements and work closely with the Head of
    programmes and WASH Manager/ Coordinator in coordinating the
    provision of follow-up support where required
  • Own,
    master and provide guidance on the use of all M&E tools including
    Water Point Mapper, mWater and others
  • Attend
    M&E and Knowledge Management related Thematic Working Groups in line ministries
 
 Capacity development
  • Identify
    M&E needs in terms of capacity strengthening for staff and partners
  • Provide
    technical support and capacity development to staff and partners in
    M&E
  •  Play
    a key role in the roll out of the organizational Programme Monitoring,
    evaluation and Report (PMER) System at Country Programme Level reporting
    and learning
  • Catalyze
    innovation and change in WaterAid Rwanda and partners by
    proactively gathering and sharing data that challenge the status quo
    and kindle strategic dialogue on WASH access, functionality,
    inclusiveness, equity and sustainability
  • Lead
    on the drafting, sharing, implementation and evaluation of Research Into
    Use (RIU) plans
  •  Support
    programs staff and the SMT in proper reporting and interpretation of
    data from programmes to monitor the progress and use the data for
    strategic decisionmaking
  •  In
    collaboration with programme staff, organize M&E feedback meetings
    with key stakeholders to foster learning
  •  Compile
    and analyze relevant data on project indicators for contractual reports
  • Contribute
    to the proper documentation and use of data, lessons learnt,
    best practices, human impact stories, from our demonstration work at
    community, district and national levels
  •  
     Contribute to projects (re-)design and partnerships review, by
    providing accurate data necessary to provide guidance on cost
    effectiveness, impact and sustainability of projects and programmes
 
  JOB REQUIREMENTS:
 
  Education
           
Relevant degree in Monitoring & Evaluation, Projects
Management, Business     Administration, Demography,
         Public Health,
Sociology, Development,           
Economics, Statistics, or any other field          
                     
           
 relevant to monitoring,evaluation and learning
 
  Experience
  • Minimum
    of three years of experience in similar position, preferably with an
    international NGO, including successful report and documents writing.
    Having worked with a WASH organisation in similar position would be
    an added advantage
  • Thorough
    knowledge of statistics and research methodology,
    including quantitative and qualitative research methods, tools,
    techniques
  •  Experience
    in training, capacity building and knowledge management.
  •  Experience
    in using latest data management and information system to inform programme
    decision-making and monitor progress
  •  Excellent
    at computer, especially use of Excel
  •  Experience
    in project management and support
  •  Experience
    with a proven track records in Monitoring and Evaluation work,
    conducting assessments and surveys, proposal development, program
    design, selecting indicators, implementing monitoring plans, and data
    analysis
  • Excellent
    knowledge & skill in Monitoring & Evaluation of
    development projects
  • Conversant
    with process planning and Management Information Systems
