babyl
Babyl
is an innovative digital healthcare service providing access to doctors through
mobile phones, using either the feature phones or the smart phones. We combine
the latest technology with the knowledge and experience of the qualified expert
doctors and nurses in the country, babyl seeks to make healthcare simpler,
better, more accessible and affordable for Rwandans everywhere.
Our
platform lets users act upon health concerns quickly by accessing medical
professionals within minutes,to have a medical consultation through their
mobile phone.Users will also be able to get their prescriptions sent to their
mobile phones and collect them from their local pharmacy for convenience. All
clinical records will be stored and available to patients whenever they need
it; including notes, images, videos and audios of the consultations.
This
application will be available for all types of phone users. Smart phone users
will be able to have consultations with doctors via video. There will be also
be a USSD version of the service and a babyl booth equipped with digital
tablets, which will be set up in various locations to allow those without smart
phones to get access to video consultations.
We
are well on our way to making this happen in Rwanda.
Context
of the role
We
are lookingto recruit an outstanding and passionate Medical Director, with
exceptional leadership skills. The Medical Directorwill lead teams of Nurses
and Doctors and will be unrelenting in the pursuit of excellence in delivering
an exciting new technology based solution for the population of Rwanda.
We
expect the candidate to commit to 3 days a week providing clinical leadership
across the business. Thecandidate will have a minimum of 5 years’ experience as
a General Physician with relevant experience in a leadership role. The
candidate will be responsible for overseeing all clinical staff and working
with the business to ensure we maintain a high standard of clinical excellence
and governance in addition to guiding the business in all clinical service
matters. He/ She will also be a representative of the company, engaging with
the media to enhance public awareness. 
An
ability to represent babyl with key stakeholders at every level in Rwanda is
essential.

JOB
PURPOSE / MAIN ROLE
  • To
    provide effective professional leadership for all medical staff
  • To
    ensure systems of clinical governance and appraisal are working and are
    appropriate for the Rwandan Medical Council.
  • To
    provide professional advice to the Board and Chief Executive on key
    service and medical staffing issues.
  • To
    act as the Accountable Officer for Controlled Drugs.
  • Accountable
    for all clinical staff including nurses and doctors
  • To
    lead on key service and medical staffing issues.
  • To
    ensure that robust clinical governance systems are in place and to ensure
    the active participation of all staff in order to secure high standards of
    patient care. 
  • To
    develop a culture which embeds Clinical Quality and Governance and
    monitors its effectiveness.
MAIN
RESPONSIBILITIES
Corporate
  • Provide
    medical advice in relation to operational issues.
  • Provide
    medical input in the development of strategies, particularly the clinical
    strategy.
  • Provide
    input and advice on any relevant initiatives that require a medical
    perspective
  • To
    act as an ambassador for babyl and contribute to the wider digital health
    agenda as appropriate.
  • Share
    corporate responsibility for developing sustainable partnerships.
Professional
Leadership
  • Provide
    clearly defined support for medical staff on both professional and
    managerial issues, including evenings and weekends as part of an on-call
    system
  • Provide
    appropriate support to the clinical operations team, including evenings
    and weekends as part of an on-call system
  • Participate
    in regular communication and meetings with medical staff, in conjunction
    with operational senior managers, ensuring they are engaged with the
    development and implementation of service plans and policies. 
  • Provide
    clinical leadership for all aspects of the babyl service.
  • Contribute
    to the appointment and induction of new medical staff for babyl.
  • Ensure
    regular performance reviews and annual appraisal are carried out for all
    doctors employed by babyl. 
  • Ensure
    resolution of all issues relating to the poor performance of medical staff
    and oversee the disciplinary procedure.
  • Promote
    an organizational culture committed to learning from complaints,
    incidents, audit, research and development.
  • Participate
    in baby’s clinical audit systems.
  • Ensure
    doctors employed by babyl adhere to its prescribing policies.
  • Lead
    on development of clinical governance strategies, systems and processes
    and to ensure the active participation by all medical staff. Attend
    Integrated Governance Committee meetings.
  • Contribute
    to the development of education and training programs for doctors employed
    by babyl
  • Ensure
    that medical staff undertake their duties in line with statutory and
    mandatory training requirements for doctors. 
  • Keep
    abreast of professional developments in keeping with this professional
    leadership role and maintain networks necessary for the role.
  • Continue
    regular weekly clinical practice both for babyl and externally
  • Offer
    statements to the media on digital health issues as appropriate and
    develop positive relations with media partners, enhancing public
    understanding of babyl’s services where appropriate. 
  • Represent
    both medical opinion and babyl’s service at external groups and events as
    appropriate.
