Plan International has been
working in Rwanda
since 2007 with a major focus on four country programs: Right to Access
Quality and Inclusive Education, Right to Early Childhood Care and Development
through United Communities, Right to Youth Economic Security through Active
Citizenship and Right to Protection. Plan currently operates in Gatsibo,
Kayonza, Rwamagana, Bugesera and Nyaruguru. Plan International Rwanda has
entered into partnership with UNHCR and other partners to implement Sexual
& Gender Based Violence Responses and Child protection in all Refugees
Camps across the country.

To facilitate the implementation
of its activities, Plan International Rwanda is inviting applicants from suitably qualified locally based
Internationals and/or Rwandan nationals with international experience
to fill the following vacant position:
Position: PU Accountant (2 positions)
Grade: Level D1
Type of appointment: Full time contract
Duty Station: Bugesera
Program Unit; Nyaruguru Program Unit

Job summary:
The Program Unit (PU) Accountant
will be responsible for all Program Unit’s financial planning, management,
controlling and timely reporting. The job holder is expected to be accountable
for all financial matters at PU while ensuring dissemination of financial
information to, orientation of and adherence to financial policies and
procedures by all staff at the PU.
Dimensions of Role:
Based at Bugesera/Nyaruguru
Program Unit; the post holder will report to the Country Finance Manager of
Plan International Rwanda with dotted line supervision of the Program Unit
Manager. He/she plays Finance advocacy role in the PU Management team and is
responsible for PU cash and budget management, Financial reporting as well as
Internal Financial Controls enhancement.
Typical Responsibilities
– Key End Results of Position:
“What” is done and “why”, but
not “how”; include indicators for success
- Ensure thorough review of all purchase requisitions at
PU for reasonableness and accuracy in adherence to budget as per approved
projects, WBSs and projects budget v/s actual in SAP - Ensure review for correctness, reasonableness and
accuracy for all Contracts, Collaborative Agreements and Memorandums that
are raised at PU level to ensure Plan is safeguarded from any risk. - Reviews all Local Purchase Orders (LPO), payment
requisitions. - Reviews system generated cash disbursement or payment
vouchers to ensure the completeness of payment batch by account codes,
budget and all attachments - Signs on system generated document (vouchers or
journals) as VOID and voids transactions in the SAP. - Performs posting of all invoices, payment vouchers and
Journals in the SAP immediately after approval of payment request. - Reviews all travel advance forms for acknowledgement of
clearance of previous advance and reviews all liquidation reports ensuring
correct attachment is done and appropriate justifications are made. - Approves all petty cash vouchers and ensures petty cash
replenishment is done timely as per Plan International Rwanda’s petty cash
policy. - Initiates all PU Bank reconciliations and other printed
monthly financial statements on a monthly basis and ensures timely
preparation and submission of such to Country Accountant for review and
Country Finance Manager for approval 3 days immediately after period end. - Reviews department heads cash forecast for the next
month prior to sending to CO for consolidation. - Responsible for budget modification for PU
Admin/operations PO s and also performs technical reviews (finance) for
all other PO s raised at PU. - Prepare and distribute the relevant monthly grant
financial reports to CMT, Grants Point persons and all others concerned. - Ensure timely PU Budget Monitoring.
- Ensure communication of NRGRANT postings on a monthly
basis and giving support to ensure correction and minimization of such
errors. - Reviews the Monthly Indicative Grants Funding and
ensures it is in line with details of grants implemented in the PU.
- Perform any other duties as assigned to him by PUM or
CFM.
Dealing with Problems:
Complexity of problems
handled & the degree of investigation, analysis, & creative thinking
required to solve them.
The PU Accountant must have a
thorough knowledge of the organization’s systems, processes and procedures and
can develop new procedures to meet specialized needs.
The PU Accountant deals with
problems related to fraud fighting, accuracy and certainty of
financial statements, cost savings, etc. He/she provides appropriate financial
capabilities to ensure the PU meet their accountability for financial
operations and also provides financial information and analysis that supports
the PU to meet agreed objectives.

outside the organization; include the purpose and level (high, medium, low) of
the contact
The post holder will be required
to extend relations with the Country Finance team, PU managerial team as well
as external stakeholders and functional networks. He/she will be required
to communicate in a style that inspires confidence and professionalism and
builds credibility with line management. Be flexible and committed to customer
service, strong team working skill and external relations.

- University degree in Accounting or Equivalent
- At least 4 years working experience in a computerized
accounts office - Experience in Finance & accounting is an advantage
- Good budgetary and financial skills
- Excellent knowledge of Excel and spreadsheets
