Child Safeguarding:
Level 3: the role holder will
have contact with children and/or young people either frequently (e.g. once a week or more) or
intensively (e.g. four days in one month or more or overnight) because they
work in country programs; or are visiting country programs; or because they are
responsible for implementing the police checking/vetting process staff.
PURPOSE OF POSITION:
Save the Children is seeking a
MEAL Officer for a USAID-funded school community partnerships education
project, which aims to support the Rwandan Education Board to create and
roll-out a school-community partnership model to complement improved reading
and writing instruction delivered in schools. In close collaboration with MEAL
Specialist, the MEAL Officer will be responsible for the front-line overall
support to SCOPE MEAL activities by ensuring effective implementation of the
Monitoring, Evaluation, Accountability and Learning system of Save the Children
Rwanda Country office. Other key areas include (a) supporting the project staff
in the development and implementation of Save the Children’s Monitoring, Evaluation,
Accountability and Learning (MEAL) systems; (b) assisting in the collection,
entry and compilation of program data and learning findings; (c) supporting
SCOPE programme team and partners by providing project-level technical
assistance during the design and implementation of studies and evaluations; (d)
supporting in the setting up and implementation of accountability to
beneficiaries mechanisms, monitor programme quality, raise red flags and
support programme learning while contributing to transparent and robust
reporting.
KEY AREAS OF
ACCOUNTABILITY:
Planning and Reporting
- Support and participate in Field Office planning
activities and review meetings - Support the MEAL roll out plan within SCOPE
- Compile and provide required data for reporting to donors
and SCI requirements - Ensure Project DIPs include MEAL activities.
Quality Monitoring
- Work closely with the programme team to develop
Programme Quality Benchmarks - Use process, output and outcome level quality Benchmarks
as reference to undertake field monitoring visits, focusing on program
quality aspects, discuss with relevant staff and share reports with
relevant colleagues - Work with the programme and partners team to develop
data collection tools - Work with programme team to regularly collect data
related to their indicators. - Perform regular field visits to ensure the quality of
data collected by SCOPE program staff and to verify the accuracy of
reported data.
Management Information
System
- Support in the compilation and analysis of quantitative
and qualitative program data and contribute into subsequent reporting; - Support in creating programme databases at SCOPE Office
and partner offices.
Accountability
- Support the field office to set up Complaint and
Feedback Mechanism to respond to complaints/concerns/feedback from
beneficiaries and stakeholders - Receive accountability data from field, analyse it and
share with the Country office. Compile and analyse data on monthly basis
and share it with program teams - Maintain the Complaints and Response Mechanism database
- In collaboration with MEAL Specialist, support SCOPE and
partner offices in ensuring children’s participation, reporting back to
children, and child-led MEAL.
Evaluations and Research
- In collaboration with MEAL Specialist, support in the
coordination of research field activities and ensure effective
child-focused research and evaluations - Coordinate data collection for evaluation activities in
SCOPE.
Learning
- Work with programme and partner teams to utilise data
from trackers for quality improvement - Ensure SCOPE training/monitoring records are entered for
programme data analysis and sharing results with SCOPE team on a regular
basis - Document good practices, lessons learned and feedback
captured from programme participants (adults and children) - With support from and in collaboration with SCOPE Meal
Specialist, organize learning events and workshops for program units at
field level to document lessons learnt, good practices and areas of
improvement.
Capacity Building
- Identify capacity gaps and work with the MEAL Specialist
to build the capacity of both the program staff and partners to ensure
smooth implementation of quality MEAL systems - Provide orientation/training to MEAL/program field staff
from time to time.
Child Safeguarding
- Understand the provisions of the Child Safeguarding
Policy, Code of Conduct and Local/Country Procedures and conduct oneself
in accordance with the rules of the Child Safeguarding Policy, in personal
and professional lives – which includes reporting suspicions of child
abuse - ensure the way he/she is carrying out work is not
putting children at risk (or further risk) – this means constantly
scrutinizing his/her work through a child safeguarding lens and talking to
children about possible design/implementation “flaws” - promote the message of child safeguarding to colleagues
in other organizations and government ministries, children in their own
and beneficiary families, and community members in general and be
vigilant about observing possible child abuse/harm in their personal and
professional lives - Support the process of ensuring that child safeguarding
and child protection mainstreaming are integrated into all M&E
frameworks through measurable output and outcome indicators; and support
the process of piloting and scaling up local level beneficiary complaints’
mechanisms in relation to staff conduct, with an emphasis on the Child
Safeguarding Policy and measure to prevent sexual exploitation of women
and children.

QUALIFICATIONS AND
EXPERIENCE:
Essential

University degree in Statistics or in Education or in Monitoring and Evaluation
methods
- At least three years’ M&E experience working in
planning, monitoring, evaluation and Accountability in an NGO setting - Proven experience with quantitative and qualitative data
collection techniques - Ability to lead and drive the organization towards more
action-research focused and child-centred integrated programming by using
participatory techniques and listening to beneficiaries, including
children, as one of the main mechanisms for programme implementation - Fluency in Kinyarwanda and English.
